Abt Global Inc. Manager - Health Procurement and Supply Chain Management in Dili, East Timor

The Opportunity

The Manager – Health Procurement and Supply Chain Management will lead PHD’s support for medical supply chain management, which includes maintaining engagement with the Instituto Nacional Farmacia e Produtos Medicos (INFPM) and the National Directorate for Pharmacies and Medicines (DNFM) to support and monitor the implementation of the joint action plan for mSupply, improve inventory data quality for quantification and the process for procurement. Mentoring designated officials are part of the day-to-day performance of task.

The Manager – Health Procurement and Supply Chain Management will perform the following:

Effective implementation of the electronic Logistic Management Information System (the mSupply system)

  • Provide technical support, coordinate, and monitor the implementation of the agreed action plan for effective functioning of the mSupply system at the central warehouse, regional warehouse and at different levels of health facilities to improve the inventory of health products and timely availability of accurate medicines and consumables data.

  • Coordinate targeted training of designated INFPM and DNFM staff on mSupply, in collaboration with the mSupply Foundation.

  • Provide technical support to the relevant departments at INFPM and DNFM through mentoring and monitoring of data entry, review and updating of inventory data, stock analysis of mSupply data to prevent stock out and identify health facilities requiring targeted support.

Improve quantification, procurement process and availability of medical supplies and in-vitro diagnostics item.

  • Provide technical support, including mentoring to designated officials from DNFM and Health Laboratory on forecasting and quantification of medical supplies (including standardisation of In-Vitro-Diagnostic items) for procurement.

  • Coordinate and provide technical input into the development of the INFPM procurement plan, the annual tender guidelines, and the product catalogue development.

  • Participate and provide technical input to relevant technical working groups on supply chain management improvements.

Effective delivery of PHD Health System Strengthening intervention in ensuring access to essential medicines and equipment for PHC delivery

  • Provide technical advice and facilitate procurement of medical supplies and medical equipment when needed including overseeing delivery that complies with relevant procurement policies and regulations.

  • Provide technical leadership and oversight to mSupply implementation and institutionalisation, including management of grantee.

  • Perform any other duties, as reasonably required by the Sector Lead - Health.

  • Manage, support, monitor and report on PHD’s interventions in the medical supply chain with DNFM and INFPM.

About You

We are seeking an individual who will bring:

  • Minimum of a master’s degree in public health/health science, or related field.

  • At least 5 years’ experience in similar roles within the health sector in Timor Leste.

  • Strong knowledge of procurement principles, supply chain management practices, and relevant regulations.

  • Proficiency in using electronic logistics management information systems (eLIMS) and other relevant software.

  • Excellent analytical, problem-solving, and decision-making skills.

  • Experience working in a leadership capacity with the health sector.

  • Exceptional interpersonal skills with a demonstrated ability to build strong productive relationships within an organization and maintain collaborative relationships with external partnership.

  • Creative problem-solving skills with the ability to work effectively in resource-constrained environments is important.

  • Excellent oral and written communication skills in English are required.
