Who We Are: The Office of the Child Advocate (OCA) (http://www.michigan.gov/oca) was originally established as the Office of Children’s Ombudsman by the Michigan Legislature in 1994 to bring greater accountability to Michigan's child welfare system. Public Act 303 of 2023 instituted a name change to the Office of the Child Advocate (OCA). The Child Advocate Act establishes the OCA as an independent state agency housed within the Departmental of Technology, Management and Budget. The OCA has the primary responsibility to receive and investigate complaints concerning the administrative actions of the Department of Health and Human Services (MDHHS) and contracted entities providing Child Protective Services, foster care, adoption, and state, county, court, or privately owned/operated residential facilities providing juvenile justice services to children. The OCA is also responsible for reviewing the administrative actions of MDHHS and residential facilities for children when a child has died. In addition to addressing citizen complaints, the OCA makes recommendations to the Governor, the Legislature, certain residential facilities, and MDHHS for changes in child welfare laws, rules, and policies to improve outcomes for children. Michigan's Child Advocate is appointed by the Governor with the advice and consent of the Michigan Legislature and is supported by a multi-disciplinary team of investigators.

About This Position: As the Public Education and Intake (PEI) Unit Technician, the appointed is the initial point of contact for the Office of the Child Advocate (OCA) and is responsible for performing a variety of intake activities including reviewing and evaluating inquiry information to determine and propose appropriate referral course of action to either facilitate problem resolution, or to acquire accurate and pertinent information to determine where the contact should be sent internally within the OCA. The appointed is responsible for conducting initial interviews to compile investigative data by speaking with, informing, and providing referral information to callers to determine how best to assist the individual. The PEI Unit Technician performs and maintains entry of technical referral information from intake research from callers into the Michigan Child Advocate Investigation System (MiCAIS), to open cases and oversee referral tracking. In addition, the PEI Unit Technician will assist the PEI Unit Manager and the OCA Deputy Director with other various tasks and communications as assigned.

Position Location/Remote Office: The office is located in Lansing, MI. The State of Michigan is not able to offer employment to out-of-state applicants that do not plan to relocate. The Office of the Child Advocate currently offers a hybrid work option which requires two days working on-site at the official work location in Lansing and the potential of up to three days of remote work per week. Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position. Relocation expenses are not reimbursed.
