Job Description

The Education Program Consultant (Program Quality and Faculty Support) will be an integral member of the Bureau of Community Colleges and Postsecondary Readiness.

Your Responsibilities:

Lead statewide community college faculty support efforts as well as faculty-related technical assistance and compliance and assist with state accreditation process for community colleges:

  • Assist with technical assistance related to determining faculty qualifications

  • Coordinate statewide faculty professional development as required and appropriate

  • Assist faculty with CTE program review technical assistance and review process improvement

  • Assist faculty with implementing Career and Technical Student Organizations (CTSOs) and Industry-Recognized Credentials (IRCs) within their postsecondary CTE programs

  • Coordinate and lead statewide faculty working groups

  • Convene faculty work groups for new transfer majors and review of existing transfer majors

  • Review Quality Faculty Plans (QFP) for each college; assist with QFP technical assistance; review QFPs for compliance during state accreditation visits

  • Lead Faculty Standards Council and annual updates of Faculty Qualifications Guide

  • Coordinate curriculum compliance check/catalog review comparison in preparation for accreditation visits

  • Complete review of faculty files for faculty qualifications and load compliance for accreditation visits

  • Support other accreditation activities including: scheduling, orientation support, and reviewing community college evidential documentation during state accreditation and equity visit desk reviews; Contribute to the drafting of accreditation reports

    Coordinate the community college course and program approval process. This includes:

  • Reviewing and evaluating program quality related to proposed new and modified community college credit and noncredit courses and programs and making recommendations regarding approval

  • Overseeing the program and common course numbering management system and providing technical assistance to college staff

  • Coordinating the State of Iowa Curriculum System (STICS) users’ group

  • Providing guidance and technical assistance on state program quality requirements and expectations

  • Assisting with the development of policy and guidance to enhance program quality

    Provide leadership for the bureau's academic core and transfer work. Represent the bureau on academic leadership and working groups (deans group, Accreditation Advisory Committee, faculty advisory groups, Assessment and Accreditation Work-a-like group, OER group, etc.) Lead and coordinate the Transfer Major Steering Committee, including the approval process for new discipline frameworks and transfer majors and review of existing transfer majors. Assist with the production of reports and other resources which describe program community college programming. Respond to requests for community college program data.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

  • Experience using data analysis and data systems to drive system improvement.

  • Experience synthesizing research to inform best practice in an educational setting.

  • Knowledge and experience with implementation of Iowa Code and Administrative Rule.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:

a. Professional training, teaching, or counseling experience in an educational setting;

b. Professional administrative experience in an educational setting;

c. Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;

d. Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;

e. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.

2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.

3) Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.

4) Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
