Job Description

The Iowa Department of Public Safety (DPS) is seeking an individual to fill the role of Recruiter and Applicant Coordinator (Human Resource Professional 1) within its Division of Professional Development and Support Services.

Job Duties:

The Recruiting Coordinator will be in charge of orchestrating, organizing, and executing all recruitment initiatives to hire sworn personnel within the DPS. Serve as a knowledgeable authority in strategic recruitment, overseeing the formulation and execution of the department's recruitment strategy and yearly objectives. Manage all recruitment technology, marketing software, applicant tracking systems, and scheduling tools. Provide input and have oversight of the DPS recruitment grant budget.

Serve as the liaison for external relationships regarding DPS digital marketing strategies. Offer recommendations, guidance and input into the digital marketing strategy, including the identification of specific segments of the state population to target. Manage vendors utilized for recruitment as well as conduct research on law enforcement recruitment trends and private sector recruitment practices to incorporate innovative strategies within the DPS.

Responsible for directly overseeing the planning of all recruitment events, processes, and scheduling. Offer indirect supervision to the Sworn Recruiter, ensuring workload and duties are appropriately allocated as well as identifying and assigning recruitment events to appropriate parties within DPS.

The Applicant Coordinator will be the subject matter expert for the DPS sworn academy process, including but not limited to knowledge and interpretation of Iowa Code for hiring law enforcement officers and adhering to administrative policies outlined by the Iowa Law Enforcement Academy (ILEA) for departmental paperwork related to new hire.

Responsible for overseeing and administering the DPS Academy application process, which includes submitting Hiring Justification for approval, drafting job postings, posting positions, reviewing all applications, communicating with applicants regarding process steps, conducting MMPI testing, organizing and managing oral board schedules and training, conducting initial reviews of polygraph and psychological evaluations, coordinating background investigations, and preparing presentations to recommend applicants to the Commissioner, Directors, Assistant Directors and Majors.

Other Information:

The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a Bachelor's degree.

  • A combination of a total of four years of education and full-time experience in technical or professional human resources work, where thirty semester hours of accredited college or university course work equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes three years of full-time work performing technical human resources work.
