ESSENTIAL FUNCTIONS
60% Administration and Operation
Review site plans, drainage plans, and other items associated with planning approvals.
Oversee investigation, correction, and reporting on inquiries, problems, and concerns
from the public and other departments regarding stormwater infrastructure activities
and functions.
Assist Public Works in scheduling, sampling and recording results according to the KDHE
NPDES and MS4 Permit.
Manage the Citys Stormwater Management Plan (SMP) and act as the CRS Coordinator
for the Citys Community Rating System (CRS) program.
Coordinate floodplain activities as the Floodplain Administrator.
Assist in educating and providing floodplain information to the public.
Enforce the citys Storm Water Pollution Prevention Ordinance.
Prepare and maintain proper records, reports, and documents related to design and
construction of municipal projects.
Assist the public with a range of items, including understanding city policies and
regulations.
Prepare and review written reports with accuracy and timeliness.
Answer questions from the general public, contractors and others on public
improvement projects and City engineering issues.
Lead the design and development of small-scale in-house projects, from concept to
completion, ensuring alignment with organizational goals and budget constraints.
40% Management of Projects
Provide feedback regarding engineering issues to the City Engineer and Assistant City
Engineer and others as required.
Monitor project design to ensure compliance with approved schedules.
Prepare permit applications, correspondence, and reports.
Assist with review and development of plans, designs, specifications, cost estimates, and
contract documents for bidding and construction of infrastructure projects.
Prepare basic in-house design drawings for City projects.
Organize and perform surveys using standard and GPS surveying equipment.

Assist with construction and contract administration including reviewing all work stages
for compliance with specifications.
Assist with inspection of city infrastructure projects, as needed.
Review inspection reports and make recommendation on payment requests.
Use engineering judgement and problem-solving skills to address construction and
design issues.
Make recommendation to the City Engineer and Assistant City Engineer on approval of
change orders.
Interact with the public in response to requests for service.
Continually looks for new and improved ways of completing the above functions. Other tasks
as assigned will be performed in order to address business needs.
POSITION REQUIREMENTS
Latitude: Most duties are self-determined with substantial flexibility in scheduling and
accomplishing tasks. Problem solving requires advanced technical knowledge. Decisions are
frequently made independently based on city policy and consultation with appropriate
stakeholders is essential. Makes purchasing decisions within budgetary limitations and
purchasing policies. Makes recommendations to the City Engineer and Assistant City Engineer
for contractual commitments. Regular and reliable attendance at work is expected.
Interaction: Daily interaction with employees throughout the organization, general public, and
contractors. Occasional interaction with city boards, vendors, city council, and outside agencies
including municipal, county, state, and federal agencies.
Qualifications:
Bachelor of Science in Civil Engineering, required by May 2025.
Valid Kansas Engineer Intern certificate, required within twelve months of hire date.
Valid Kansas drivers license, and driving record must meet commercial liability
insurance requirements.
