Description of Job
The Office of Housing Finance and Sustainability (OHFS), within the Division of Housing (DOH) (https://doh.colorado.gov/) , works with public and private entities, nonprofit organizations and public housing authorities to create and rehabilitate housing for low and moderate income persons; to deliver safe, reliable emergency housing assistance to low, moderate and middle-income persons; to provide shelter and supportive services to the homeless; to provide safe, sanitary, decent housing for low and moderate-income persons and families throughout the state through the allocation of funds from Federal and State grant programs; and, delivery of technical assistance and training to applicants and grantees.
The Associate Director of OHFS leads the management and compliance of grant and loan agreements related to funding programs and policies to meet Coloradans’ affordable housing needs.
The primary duties and responsibilities of this position include, but are not limited to:
Oversee the management of Federal and State grant and loan funding streams to ensure DOH awards and contracts meet DOH strategic initiatives and compliance requirements.
Provide strategic leadership to develop and recommend policies that form the basis for the Division’s management of its investments in housing development projects and programs.
Direct work and mentor subordinate unit supervisors in the office to include approving leave, managing performance, making hiring and compensation recommendations, set goals and manage budget.
Design frameworks for evaluation and assessment of new programs and helps modify existing programs to effectively implement DOH grant, loan, and revolving loan funding programs.
Analyze proposed legislation and Federal policies to recommend changes and/or provide strategic direction to inform OHFS policies.
Develop and present compliance and asset management policies to external stakeholders, including government and elected officials, developers, property managers, and owners.
Develop and oversee the implementation of new and existing revolving loan fund programs to ensure services and housing reach the intended recipients throughout Colorado.
Act as primary liaison with the Department of Housing and Urban Development around OHFS contracts and applications for new funding.
Review submissions and approve/deny Federal and State funding applications before they are presented to the State Housing Board.
Oversee submission of required reports due to the Department of Housing and Urban Development, the Colorado General Assembly, and the Colorado Attorney General’s Office.
Collaborate with the contracting team and other teams throughout DOH to improve efficiency, safeguard public funds, and troubleshoot monitoring issues after the execution of DOH awards.
Draft and advocate for policy and procedure updates to ensure compliance.
Oversee reporting to the Department of Housing and Urban Development, the Colorado General Assembly, and the Colorado Attorney General’s Office related to various DOH funding streams.

MINIMUM QUALIFICATIONS
Experience Only: Ten (10) years experience in multifamily mortgage lending, multifamily housing finance, or multifamily property management. At least two years of this experience must be in affordable housing finance and development.
OR
Education and Experience: A combination of related education in logistics, business management, public administration, finance, business, law or a closely related field (as determined by the agency) AND experience as described above equal to ten (10) years.
