Description of Job

The Work Unit

The Health Promotion and Chronic Disease Prevention (HPCDP) Branchin thePrevention Services Division (PSD),reviews, plans, designs, implements and evaluates public health chronic disease interventions and related risk factors to advance health and racial equity and improve health-related quality of life for all Coloradans. Special emphasis is placed on evidence-based practices, data-based and evidence-informed decision-making, capacity building, partnerships, and integration between program efforts for efficiency and effectiveness. The Tobacco Program is part of the HPCDP Branch.

We are aware that many chronic diseases share the same systemic causes (i.e. tobacco use, lack of access to nutritious foods, built environments to support physical activity, social connectedness, and poverty and economic instability). As we seek to address these crucial issues, we commit to responding to the reality that structural racism intensifies each of them. We also commit to growing our workforce with professionals with lived experiences and local experience partnering with diverse populations. The HPCDP Branch recognizes that racism is a public health crisis and is committed to improving racial and other forms of equity through all of its programs and practices.

For us to successfully make a positive impact in disproportioned and oppressed communities, we must have representation from those communities with shared perceptions and understand the systemic causes. These systemic injustices and additional risk and protective factors are shared across many of the outcomes we address. Our work will continue until all Coloradans have the opportunity to live and have healthy lives, in a way that celebrates intersectional identities including race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability, and geographic location. Collectively, we can work to achieve this by advancing racial justice and other forms of equity through all of our programs and practices.

The purpose of the Tobacco Program is to reduce tobacco use and tobacco’s adverse health effects in Colorado through funding, promotion, and support of primary prevention, education, and cessation efforts. This includes recognizing systemic and institutional oppression, advocating for equitable and sustainable change, and supporting changes in local and state policies and the environment that help all Coloradans develop and maintain healthy behaviors. The Tobacco Program implements C.R.S. Title 25, Article 3.5 Part 8 Tobacco Education, Prevention and Cessation Programs. This position works collaboratively with other tobacco content experts and leadership in the Tobacco Program to identify strategies that improve overall outcomes for all Coloradans.

The Position

The purpose of this position is to identify and implement thoughtful interventions to meet the needs of the populations disproportionately burdened by tobacco industry targeting, discrimination, poverty, and other social conditions impacting tobacco use and exposure throughout Colorado. This position works collaboratively to make progress on goals and benchmarks to reduce smoking, particularly among priority populations, reduce any tobacco use among youth and young adults, and reduce exposure to secondhand smoke as outlined in the Strategic Plan Goals. This position monitors outcomes for all Coloradans including surveillance data, grantee program reports, and staff input to determine progress on goals, and impact on diverse populations. This position is responsible for providing education and technical assistance to Amendment 35 grantees in a manner that all of them understand and is professional and respectful. This position responds to general inquiries about secondhand smoke exposure in place-based settings such as workplaces and multiunit housing and promotes person-centered, culturally responsive tobacco treatment for people impacted by the implementation of a smoke-free policy. The position also serves as a contract monitor for community-based organizations and local health agencies.

Duties include Monitoring deliverables within specific contracts and coordination of communication between grantees and tobacco unit experts, writing and evaluating scopes of work for requests for applications to procure contractors. This position serves as a community engagement generalist to promote health equity and reduce tobacco use, particularly among diverse communities for the Tobacco Control program. Recommends updates through an inclusion, diversity, equity and access (IDEA) lens to program initiatives and Tobacco Review Committee decisions and priorities, including the Strategic Plan Goals. Recommends strategies for the program's work to address the CDC Goals and the Strategic Plan to reduce secondhand smoke exposure and tobacco product access based on surveillance findings and updates in the evidence base. This position reviews applications for tobacco grant funds and recommends grant funding for the reduction of tobacco-caused disparities and program approaches to meet the needs of disproportioned and oppressed communities. This position interacts with a diverse group of statewide partners, related coalitions and advocacy groups to increase public and decision-maker knowledge about the dangers of tobacco use, tobacco-related disparities and awareness about effective tobacco control interventions and strategies to influence social norm change. Collaborates and coordinates with diverse community partners on projects related to implementing Tobacco Strategic Plan and CDC work plan and is responsible for tracking surveillance data indicators, monitoring community impact, and reporting progress.

Experience Only:

Six (6) years of relevant experience in non-profit, volunteer work or public health working to promote public policies that promote health or youth tobacco prevention or secondhand smoke reduction.

OR

Education and Experience:

A combination of related education, graduation from an accredited college or u niversity in public policy, public administration, positive youth development, public health, social work and/or relevant experience in non-profit, volunteer work or public health working to promote public policies that promote health or youth tobacco prevention or secondhand smoke reduction. equal to six (6) years.

Substitutions:

  • A master's or doctorate degree in public policy, public administration, positive youth development, public health, social work may substitute for the required experience on a year-for-year basis.

The Tobacco Program seeks professionals with lived experiences and background partnering with diverse populations who are disproportionately impacted by tobacco use.

  • Knowledge of and experience with population-level commercial tobacco control interventions.

  • Knowledge of and experience with tobacco retail policy or secondhand smoke policy or tobacco treatment and cessation initiatives.

  • Experience providing technical assistance and training regarding tobacco control policies.

-Experience with project management skills.

  • Familiarity or experience with grant and/or contract management.

  • Strong interpersonal skills; demonstrated proficiency in working collaboratively and establishing credibility with diverse stakeholders.

  • Ability to review research, analyze and synthesize information.
