Description of Job

The Division of Disease Control and Public Health Responseexists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public’s health.

Work Unit:

The Colorado Immunization Branch (CIB) works to reduce vaccine-preventable disease by developing and implementing programs designed to positively influence the uptake of immunizations across the lifespan. CIB utilizes a variety of strategies to promote education, optimize vaccine resources, assure access to vaccines and maintain the Colorado Immunization Information System (CIIS), a confidential, population-based, computerized information system that collects and consolidates immunization data for Coloradans of all ages from a variety of sources and provide tools for designing and sustaining effective immunization strategies at the provider and program levels. CIB also operates the Federal Vaccines for Children (VFC) program, the Federal Section 317 program, and all immunization education and outreach activities.

The work unit is the Interoperability Unit within the CIIS Program. The purpose of CIIS is to collect and consolidate immunization information from public and private healthcare providers throughout Colorado to provide real-time information for clinical decision- making at the ‘point of care’ about which immunization(s) an individual needs at the time of each healthcare visit. In addition, CIIS is used by healthcare providers and public health to identify and notify parents/guardians that their child has not received recommended immunizations. CIIS data is used to calculate immunization coverage rates in the state and in sub-populations for public policy development and to target interventions to improve immunization coverage rates.

About the Position:

This is a full-time position dedicated to ensuring the integrity, validity and clinical appropriateness of CIIS data. Duties include reviewing incoming and production data for accuracy, consistency and clinically-appropriate vaccine administration, communicating discrepancies/errors to CIIS users, recording data quality results for providers within the CIIS Resource Center, training CIIS participants how to prevent and correct data errors and how/why some immunizations they have administered are inaccurate per Advisory Committtee Immunization Practice (ACIP) recommendations. In addition, this position is responsible for developing and monitoring routine and ad-hoc data quality reports to analyze data within the CIIS registry for patterns/trends, performing system functionality testing, performing error resolution for electronic records that did not successfully transfer into CIIS, and monitoring and reconciling duplicate patient records.

What you will be doing:

  • Monitor and analyze incoming electronic data for accuracy and completeness during the CIIS interface data validation phase to ensure data integrity is maintained upon full EHR interface implementation.

  • Evaluates immunization and demographic data extracted from EHRs and other health information systems to confirm the correct usage of CVX codes (codes that identify what vaccine was administered),

  • vaccine manufacturers, vaccine types, etc. Performs clinical review of incoming electronic data and collaborate with Immunization Branch nursing staff as needed to communicate clinical errors (e.g., improper vaccine administration) to healthcare providers for research and resolution.

  • Assists CIIS Interoperability Coordinator and CIIS Data Interface Specialist with error resolution for electronic records that fail to transfer automatically into CIIS.

  • Tracks all data validation activities and results within tacking system.

  • Generates and compiles routine and ad hoc data quality reports at specified intervals to identify areas where remediation is required.

  • Tracks and monitors trends and changes in data accuracy, consistency, timeliness and completeness and reports results at specified intervals.

  • Performs clinical review of data in CIIS production database and collaborate with Immunization Branch nursing staff as needed to communicate clinical errors (e.g., improper vaccine administration) to healthcare providers for research and resolution.

  • De-duplicates data identified by automated system processes and by CIIS users within the CIIS web application. Utilizes tracking system to monitor and review ongoing electronic data submissions.

  • Tracks all reviews of ongoing electroinc data submission activities and results with in the tracking system.

  • Assist CIIS staff members on projects to resolve data quality discrepancies.

  • Promotes and demonstrates the usage, value and public health impact of accurate, timely, complete and consistent CIIS data to public and private providers as a strategic method to increase appropriate vaccination delivery rates.

  • Provides training and clarification to CIIS staff and CIIS users on how to identify and mitigate data errors.

  • Provides training and education to CIIS users when data entered into and/or reported electronically to CIIS is inaccurate per ACIP recommendations (e.g., documenting a pediatric vaccine was administered to an adult).

  • Provides technical assistance when data quality issues arise.

  • Provides training on data quality activities that CIIS users can perform themselves within the CIIS web application and/or their EHRs.

  • Responds to inquiries regarding data inaccuracies and potential patient duplicates and works with CIIS users for resolution.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Six (6) years of professional experience working in health-related data quality analysis or discrepancies and data reporting, troubleshooting technical issues and training end users,

(Option 2)

Two (2) years of professional experience working in health-related data quality analysis or discrepancies and data reporting, troubleshooting technical issues and training end users AND Graduation from an accredited college or university in Public Health, Health Informatics, Data Analytics, Health Information Technology or field related field.

(Option 3)

An advanced degree (Master's or Doctorate) from an accredited college or university in Public Health, Health Informatics, Data Analytics, Health Information Technology or field related field.

priorities, goals, and timetables to achieve maximum productivity, knowing the

status of activities at all times.

  • Prior experience performing medical chart reviews from electronic health record

systems.

  • Excellent listening and customer service skills.
