This position can work fully remotely from anywhere in the State of Colorado.

We are looking for anARPA Accountant to join our HCPF Finance Office, Controller Division - State and Grants Unit team!

The Finance Office consists of the Chief Financial Officer, the Budget Division, Controller Division, Managed Care and Payment Reform Division, Fee for Service Division, Special Financing Division, Audits Division and Procurement Division. The Chief Financial Officer (CFO) is accountable for the financial and risk management operations of the Department, and oversees control systems that report financial results and maintain Department compliance. The CFO is responsible for the Department's financial data and reporting, and its use of data analytics to define value and measure quality with regard to Department operations. The CFO develops the Department's financial and operational strategy, and generates actionable analytics tied to that strategy.

This position is an Accountant for the American Rescue Plan Act (ARPA.) This position exists to monitor and report expenses and revenues, and to reconcile the expenditures and the revenues to the spending plan amounts, and ensure we spend all amounts appropriately on allowable expenses from the spending plan. The ARPA accountant will ensure the State of Colorado complies with all Federal and State regulations. This position monitors the enhanced Medicaid ARPA funding. Since the enhanced Medicaid funding and ARPA are closely tied together, and the ARPA enhanced spending is connected and intertwined together with the CMS 64 report, this position must understand the reporting for Medicaid and the Centers for Medicare and Medicaid Services (CMS) 64 reporting and how the , and how ARPA is included in the report as an additional 10% of the overall spending for specific lines only. This position will be responsible for reporting the additional funding received through the Medicaid CMS 64 report to management, the Office of the State Controller (OSC) and the Governor’s office at least quarterly and on demand as needed. The ARPA Accountant will also manage the spending plan associated with the ARPA requirements to ensure all funding is spent on the approved spending and we spend the correct amount according to the spending plan. The ARPA Accountant will work closely with budget to ensure the spending is handled according to the rules and regulations, and ensure the expenditures receive the correct reimbursement percentage, and all funds.

Description of Job

As the Accountant, what will you do?

  • Collects, compiles, computes, audits and consolidates financial expenditure and revenue data from the statewide accounting system (CORE), the MMIS system database (BIDM) and compiles the data using (COGNOS) the reporting application for BIDM , and from other sources within the department to report the ARPA enhanced funding and revenue within the CMS-64 report.

  • Prepares, reconciles, and submits the report in electronic or the requested format to management, OSC or the federal government (Center for Medicare and Medicaid Services – CMS) as requested.

  • Develops all supporting work papers, maintaining an audit trail of the data and producing an electronic or digital copy of the report provided and a record of who requested the information.

  • Serves as the point of contact for all inquiries related to ARPA funding.

  • Defends the agency’s position on why expenditures are incurred, why they are reported as they are and why expenditures are appropriate. Reviews financial information in the statewide accounting system (CORE) and the interchange (iC) data from BIDM for the Medicaid program and other department programs.

  • Researches the need for correcting journal entries and prepares the supporting documentation for the entry including the appropriate accounting coding strings and amounts to be adjusted.

  • Works in coordination with the Cash Management Accountant and the CMS 64 Accountants to ensure that reported expenditures and Federal cash draws are reconciled on a quarterly basis.

  • Monitors and reconciles HealthCare Policy and Financing’s spending plan for ARPA. For each dollar the State of Colorado saves, the dollar goes into a specific spending plan which will be spent for approved purposes.

  • Provides a reconciled quarterly report for the amount spent for ARPA, the amount in the spending plan and the correct reimbursement rates based on the time frame.

  • Tracks the submission of all reports and data sent.

  • Ensures departmental compliance with generally accepted accounting principles, state fiscal procedures, state fiscal rules, federal regulations, and other regulatory directives in reporting.

  • Responsible for reconciliation of Medicaid expenditures processed in Interchange and CORE and reported on the CMS 64 report that is available in the Business Intelligence & Data Management database (BIDM) for the lines and codes that include ARPA funding.

  • Responsible for reconciling expenditures on the quarterly CMS 64 report to the draws on Payment Management System (PMS), which can be matched to the ARPA funding codes.

  • Compiles data each quarter from each the accounting and/or reporting systems and compares the data to the appropriate sub-system to ensure all data is captured in the reporting for the ARPA funding, and only appropriate data is reported, including the dates of the ARPA funding and the enhanced funding is only within the valid dates for ARPA.

  • Researches variances and makes necessary corrections or requests reclassification adjustments when necessary from appropriation accountants, or Federal and State Grant Section

  • Processes final adjusting transactions to reconcile with the PMS cash systems to finalize the grant quarterly and after the grant year-end for all ARPA lines and coding.

  • Performs other duties as assigned.

Eight (8) years of professional accounting experience

Education and Experience:

Bachelor’s degree from an accredited institution in accounting, AND f our years of professional accounting experience.

Substitutions:

  • Bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing coursework will substitute for the degree requirement.

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

  • Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of professional accounting experience.

  • Additional appropriate education will substitute for the required experience on a year-for-year basis. (1 year for Masters, 2 years for JD, PhD, etc.)

    Preferred Qualifications:

  • Experience working in state or local government.
