The Work Unit :
The Colorado Department of Public Health and Environment (CDPHE) Air Pollution Control Division (APCD) protects the health and well-being of people across Colorado by enforcing the state's air pollution laws and improving the quality of the air they breathe. The APCD handles air-related permitting and inspections of Colorado's regulated entities and proposes new regulations under existing state laws. The APCD created an Community Air Protections and Engagement Unit, within the Community and Partnership Program, to advance environmental justice through implementation of our mission. This unit coordinates closely with CDPHE’s Office of Environmental Justice (EJ) and APCD’s Communications Unit.
What you will be doing
This position exists to be a key role in supporting the APCD’s work through leading public engagement efforts to advance protections for disproportionately impacted communities and increase meaningful public participation with ACPD’s rulemakings, public comment periods, and more. This position works closely with APCD staff, leadership, and the CDPHE Office of EJ. Key duties of this position include event planning and facilitation for public meetings, post-program evaluation and follow-up, direct community engagement, and skilled coordination and collaboration with relevant Subject Matter Experts (SMEs) within CDPHE to develop plain-language outreach and communications materials. This position supports administrative processes and budget development and implementation - in coordination with APCD’s fiscal team, leadership, CDPHE Office of EJ, and others as appropriate - to ensure meetings are productive for community members and organized according to rulemakings or related requirements. The position also supports APCD’s language services work, coordinating translation and interpretation needs and helps ensure public-facing materials meet digital accessibility standards.
Job Duties:
Community Engagement, Coordination, Collaboration, Communication, and Facilitation (Internal and External)
Co-manages, oversees, and leads on APCD public engagement efforts, with a particular focus on climate and other priorities as assigned by the supervisor, work lead, or program manager, in partnership with the CDPHE Office of EJ, APCD leadership, and APCD program staff:
Researches and applies best practices, tools, and guidance for effective and meaningful community engagement and building trust with diverse communities.
Informs APCD about public health and community protections efforts according to the best available research, technology, state and federal guidance, local feedback, and community needs.
Applies relevant resources and tools (e.g., House Bill 21-1266, Colorado EnviroScreen) to public engagement efforts.
Builds rapport with and implements outreach efforts with new and diverse communities, particularly within disproportionately impacted communities, to advance trust and community public health protections.
Tailors public engagement strategies to meet the unique needs of different disproportionately impacted communities and other targeted stakeholder groups and audiences across Colorado.
Identifies gaps in APCD resources and services, develops solutions to address gaps to align services with the division and department’s strategic community engagement and public health protections priorities.
Decides which existing stakeholders should be engaged, as well as what new stakeholders should be engaged, and how to engage with those stakeholders.
Manages meeting facilitation, applying emotional intelligence and cultural competency to engage with diverse communities and stakeholders with varying, and many times conflicting, perspectives.
Trains and coaches division staff on best practices for engaging with diverse audiences, including using plain language, providing language services, applying emotional intelligence and cultural competency, and providing excellent customer service to create an inclusive experience.
Develops, implements, revises, and improves processes and workflows to enhance efficiency and effectiveness of public engagement throughout the planning and evaluation process.
Develops planning processes, including registration forms, timelines, agendas, meeting documents and scripts, surveys, and communicates in advance to internal and external audiences.
In collaboration with APCD Communication Unit, drafts, proofreads, and develops plain-language outreach materials, website content, social media posts, flyers, fact sheets, and other resources as needed, flagging accessibility concerns and potential sensitive topics. Ensures these products meet CDPHE plain language and digital accessibility standards and requirements.
Coordinates directly with APCD Communications Unit staff to support communication planning, implementation, and evaluation, including but not limited to providing guidance and technical expertise to inform communication strategies, support drafting responses to media inquiries or constituent inquiries as needed, and other public engagement tactics.
Coordinates with the department's Office of EJ to share and learn best practices, develop/implement guidance, provide strategic recommendations, discuss current and future strategic community air protections and engagement efforts, needs, and trends, and share this information with APCD staff and leadership.
Supports other APCD Units or Programs that provide outreach meetings, such as the Climate Program or Office in Information & Planning, as a subject matter expert on public engagement.
Co-leads material development, language services coordination, and budget tracking.
Serves as a point of contact for APCD to update CDPHE’s Office of EJ calendar and the Colorado Energy Office’s public participation opportunities/climate calendar.
Supports fellow APCD community engagement liaisons and Climate Program with facilitation and program management of the community councils, technical working groups, community and stakeholder workshops, small community conversations, and other outreach tactics that engage community members across Colorado, with a focus on disproportionately impacted communities. .
Assigns, coordinates, trains, and organizes roles played by all team members in advance of meetings, including the virtual meeting administrator, chat moderator, presenter, and other roles.
Writes and sends announcements through software platforms such as Constant Contact for public outreach according to House Bill 21-1266 and other relevant laws or statutes and stays up-to-date on the best available technology, outreach, and communication methods/tools APCD should use to reach audiences.
Coordinates and manages logistics for in-person, remote, and hybrid meetings including: language services and financial and contract agreement processes according to state fiscal rules.
Advances language services (translation/interpretation)and accessibility and ensures compliance with Civil Rights requirements by proactively building plain language, translation, interpretation, and digital accessibility into outreach planning.
Develops and applies expert knowledge of applicable technology (e.g., webinar platforms, etc.) used to facilitate community meetings, including hybrid and virtual meetings.
Applies expert active listening and oral communication skills, an understanding of cultural competency principles, and an understanding of public health, environmental health, community engagement, and strategic communications principles.
Researches meeting locations to ensure accessibility and inclusivity for disproportionately impacted communities and applies new, existing, and innovative practices - including evidence-based approaches - to improve and enhance public participation by members of disproportionately impacted communities such as participation stipends, child care services and stipends, and other tools, practices, and approaches as appropriate.
Delegates tasks for fellow APCD staff focused on outreach (e.g., temp employees, liaison positions who support this role) as well as colleagues supporting or co-leading outreach efforts, in addition to advising APCD leadership, program managers, and others on priority outreach needs, timelines, deadlines, requirements, and action items.
Administration, Tracking, Metrics, and Evaluation
Coordinates with other APCD staff and units, including the Fiscal program, to ensure administrative procedures are in place, followed, and deadlines/milestones are met. This work may include coordinating and ensuring rental agreements; official function forms; forms for participation incentives, or childcare services, and/or other stipends; budget planning; and invoice tracking/coordination/management happen in a timely manner and in accordance with APCD and CDPHE policy/guidelines and applicable laws.
Regularly collaborates with internal and external vendors to ensure needs and supplies are covered within the Community Air Protection and Engagement Unit, while consistently providing inclusive, accessible services and advancing language services.
Assists, leads, and/or co-manages purchase orders, bids, and other annual fiscal and contract planning in coordination with the Community Air Protection and Engagement Unit work lead, APCD fiscal team, and leadership - examples include leading on purchase orders for participation stipends, child care stipends, language services, child care providers, meeting technology needs (e.g., Zoom), etc.
Contacts vendors and secures and stores necessary documentation.
Submits venue rental agreements and other contracts between CDPHE and vendors to APCD’s fiscal team.
Develops budgets for rulemakings and other public participation and community outreach events, initiatives, and priorities, and submits documentation to APCD fiscal team after coordinating with APCD subject matter experts and leadership as appropriate.
Collects and monitors meeting public feedback using a variety of tools (such as pre- and post-event surveys, registration forms,etc.) to keep meetings effective, productive, accessible, and inclusive - including assessing and using feedback from disproportionately impacted communities to improve future public outreach and participation opportunities.
Tracks and reports on public engagement statistics, including but not limited to federal and state law requirements (e.g.,House Bill 21-1266) and CDPHE policy/guidance/best practices.
Closely coordinates with the CDPHE Office of EJ to incorporate best practices, co-develop and implement new policies, and streamline processes for outreach events and public engagement.
Co-manages Official Functions and other organizational needs based on rulemakings and priority public engagement/environmental justice events and initiatives for APCD.
Creates and calculates needs for each APCD rulemaking/outreach event/initiative, including but not limited to room reservations, accessibility meeting locations, food and stipends, technology, and language services.
Co-leads with fellow community engagement liaisons and other colleagues on communicating and coordinating updates, needs, and status of processes listed above with APCD Community Air Protection and Engagement, Communication Unit, and Office of EJ, and other CDPHE staff.
Collaborates with the fiscal team and Community Air Protection and Engagement Unit through learning, researching, suggesting, developing techniques to improve program efficiency and apply process improvements.
Creates, co-manages, and oversees APCD tracking and metrics tools and documents for all APCD outreach,community engagement events, and public participation opportunities – and coordinates with APCD staff to keep these documents up-to-date and accurate and shares these data as needed/appropriate.
Analyzes, summaries, and regularly applies findings from analytics/metrics to improve APCD processes and community engagement planning, outcomes, and evaluation.
Briefs APCD leadership and CDPHE Office of EJ on data trends related to ACPD and CDPHE outreach and public engagement work, with a focus on disproportionately impacted communities.
Leverages quantitative and qualitative data to plan events and improve processes, including but not limited to: web and social media data, event attendance and feedback, survey data, etc. in addition to tools such as Colorado EnviroScreen, APCD’s Report Tool for Air Quality Regulation 3, APCD data visualization tools, U.S. EPA community mapping resources, etc.
Applying expert listening skills, strong writing skills, ability to communicate effectively in one-to-one and group settings, familiarity with principles of community air protection and engagement, project management, public outreach, leading diverse teams, expertise in managing multiple projects and processes, and leveraging expert organizational skills.
Partnership strategy and coalition building, training, and community event support
Provide support and expertise to internal teams through assisting with public engagement training materials, virtual and webinar meeting platforms, and other community engagement roles. In collaboration with Colorado communities, facilitates and supports APCD and non-APCD led public engagement events to represent APCD and CDPHE, build trust, and increase transparency with communities by attending relevant events, providing information/education, and fostering a positive connection to APCD’s work and mission.
Co-plans, supports, and represents APCD and/or CDPHE at public events run by and/or in collaboration with external organizations, communities, or schools such as EcoFiesta, RTD Zero Fare for Better Air, school festivals, career events, etc.
Coordinates with APCD’s Education and Community Opportunities Unit on opportunities to engage with Colorado communities, share resources (e.g., trainings, upcoming public participation opportunities for APCD rulemakings), address community needs concerns, etc.
Researches and acquires information prior to events on sensitive and controversial issues and works with APCD leadership, CDPHE Office of EJ, APCD Communication Unit and others to develop talking points and other communication or education materials as appropriate.
Provides education and materials to attendees on relevant and priority air quality issues/topics.
Develops stakeholder lists and researches relevant stakeholders including but not limited to: community organizations, nonprofits, schools and universities, local public health agencies, and others as appropriate - with a focus on disproportionately impacted communities.
Develops and maintains strong working relationships with a wide variety of stakeholders and partners organizations, in coordination with APCD leadership, CDPHE Office of EJ, and others.
Provides staff Division-wide support on virtual meetings and platform management (e.g., Zoom) and manages Division’s Zoom accounts and add-ons.
Researches, communicates with, and builds positive working relationships with community groups such as community-based organizations, advocacy organizations, public health and environmental organizations, federal and local government agencies, state government agencies, and community coalitions.
Provides public engagement and outreach best practices training and/or support and guidance to APCD staff, and regularly researches and applies best practices in community engagement and community air protection.
Participates in CDPHE and external communities of practice related public and environmental health protections, community maps, community engagement, public participation, and related areas - e.g., Bi-weekly environmental comms/community engagement, Pueblo/Commerce City-North Denver Community Engagement meetings, Interagency Engagement & Outreach Group Monthly meetings, etc.
Supports facilitation of the APCD Joint Outreach Monthly Meeting, and related meetings, to ensure collaboration across CDPHE on outreach and public engagement priorities related to air quality.
Regularly maintains and contributes to APCD’s partnership strategy and supports updating, revising, improving, implementing, and evaluating the strategy over time in coordination with APCD Community Air Protection and Engagement Unit and Education and Community Opportunities Unit colleagues.
Ensures all upcoming public outreach events are publicly available and accessible in a centralized location on the CDPHE and/or APCD website, coordinating with APCD staff as needed.
Applies expert active listening skills and empathy in a variety of complex and controversial situations, and connecting the public to appropriate resources and staff to meet their needs.
Brainstorms, develops, and implements new, enhanced, or novel community engagement tools and tactics in coordination with Air Protection and Engagement Unit and the Education and Community Opportunities Unit colleagues, such as community workshops, forums, trainings, tutorials, etc. – with a focus on engaging disproportionately impacted communities in APCD rulemakings/policy and addressing the needs and concerns of Colorado communities through meaningful public engagement.
Strategic Communications Support – Internal and External
Co-leads on digital communication strategy and implementation for the Air Pollution Control Division, in close coordination with the APCD Communications Unit and Community and Partnership Program manager.
Audit and update division web content (e.g., using CDPHE-wide “mirror system” approach for content development and management).
Ensure timely, consistent web updates in accordance with digital accessibility requirements and best practices, plain language and language services requirements and best practices, and industry best practices for written, web, visual, and digital communication.
Stay-up-to-date on digital communication updates, trends, and technology in relation to web, social media, email marketing, intranet, graphic design, and related tools, technologies, and tactics.
Supports APCD Communications Unit to:
Set and enforce standards for website style, appearance, organization, navigation, readability and responsive design.
Plan for and implement future website, email marketing, social media, intranet, digital accessibility, and graphics/visual communication improvements.
Stay informed about website, social media, email marketing, visual communication improvements, and any major upcoming changes.
Analyze site and platform analytics and use data to make continual improvements.
Test web pages for organization, style, and readability and implement continual improvement.
Respond to websters' requests for help and resolve issues.
Generate and revise web pages, social media accounts, etc. as needed.

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

PREFERRED QUALIFICATIONS
In addition to the minimum requirements, the successful candidate in this position will have the following experience:
