Caroline County Public Schools Chief Financial Officer (CFO) in Denton, Maryland

JOB SUMMARY:

  • The Chief Financial Officer (CFO) provides financial leadership to include development of the schools systems budget, providing budget forecasting and analysis, serving on the school systems negotiations team, providing technical oversight of the finance, auditing, and purchasing activities to ensure fiscal responsibility, and ensuring compliance with all applicable federal, state, and local government requirements.

QUALIFICATIONS:

  • A bachelor's degree in business administration, accounting, finance, or related field.
  • Certified Public Accountant (preferred).
  • Masters of Business Administration (preferred).
  • Has completed a minimum of five years of successful experience in the areas of budget development, finance, and/or related field.
  • Has demonstrated leadership ability in budget development and finance.
  • Has knowledge of county, state, and federal regulations (GASB and GAAP) pertaining to public education finance and budget development.
  • Has demonstrated proficiency in the use of budget-related software platforms.
  • Has good interpersonal communication skills.
  • Has a willingness and capability to work beyond the normal workday.
  • Knowledge of Blueprint for Maryland's Future legal requirements.
  • Demonstrated success in leading in a complex organization.
  • Knowledge of relevant Federal and State regulations and current trends in public education.
  • Ability to effectively supervise and manage personnel.
  • Excellent oral and written communication skills.

ESSENTIAL FUNCTIONS:

  • Serves as principal advisor to the Superintendent of Schools in all matters related to the total school budget.
  • Leads with a vision of continuous improvement in providing financial services to school system stakeholders.
  • Supervises IRS and state tax filings (including Form 941, Form 720, Form W-2, Form 1099, unemployment insurance, and sales and use taxes).
  • Remains informed of and implements the fiduciary requirements for the Blueprint for Marylands Future
  • Provides direction and support to other departments and school sites in preparing and administering the total school budget.
  • Coordinates the compilation of financial data for governmental agencies.
  • Ensures compliance with county, state, and federal laws and regulations.
  • Assists principals and department leaders in implementing and monitoring their budget expenditures.
  • Manages the planning, development, and administration of the annual operating budget for the school system.
  • Manages the year-end close of the financial system.
  • Supervises management of fixed assets.
  • Represents the Board of Education as a member of Negotiating Teams.
  • Provides timely information to the Board of Education, governmental agencies, school system staff members, and other stakeholders.
  • Makes recommendations to the Superintendent of Schools and others to strengthen and refine the budgetary and financial procedures of the system.
  • Represents the school system on various public committees.
  • Testifies before the Board of County Commissioners, Board of Education, and other governing Boards, as appropriate, on financial and personnel matters.
  • Supports the financial and school system goals of the Superintendent.

  • Works under stress and meets deadlines.
  • Performs related work as required or assigned by the Superintendent.

PAY and HOURS:This position is a 12-month position with a minimum of 37.5 hours per week. Caroline County Board of Education, AandS Scale. Placement on the appropriate salary lane/step will be based on knowledge, experience, skills and abilities related to this position.
