Army National Guard Units SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (TITLE 32) in Del Valle, Texas

Summary This position is within the TX State Aviation Office (SAO) and is located at the Austin Army Aviation Support Facility (AAASF) in Del Valle, Texas. The purpose of this position is to provide recurring technical support regarding ground, explosive safety, and occupational health. Texas is one of 9 states with NO state income tax. Responsibilities As a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (TITLE 32) with the Texas Army National Guard, your duties will include, but will not be limited to: Participates in the administration of the safety and occupational health program for ground and explosive safety to control or eliminate unsafe behaviors and hazards in accordance with DOD, Occupational Safety and Health Administration (OSHA), State and National Guard Bureau (NGB) safety regulations and standards. Reviews assigned accident/incident reports related to ground and explosive property damage and/or personnel injuries, including non-flying aircraft mishaps. Provides safety related expertise on surveys, inspections and evaluations of unit facilities, shops, and activities related to elimination of hazards that are applicable to aircraft operations, civil engineering, explosive safety, motor vehicle maintenance, contractor operations, etc. Participates in inspections and evaluations related to all ARNG functions to include aircraft servicing operations involving high hazard activities such as egress exercises, emergency fire fighting procedure, aircraft maintenance support, aircraft loading procedures and fuel servicing, and munitions transportation of explosives. Recommends corrective measures to eliminate unsafe work practices. Performs construction site inspections of facilities and contractor personnel operating on the AAF and/or ARNG Training Center to determine compliance with applicable safety and health code requirements. Provides guidance in the prevention, reduction, or elimination of associated hazardous exposure. Participates with the State Safety and Occupational Health Manager in conducting human factor studies to discover mishap and hazardous conditions causes and relationships in order to reduce or prevent their severity. Prepares and conducts safety training classes for supervisors and employees. Evaluates the adequacy and effectiveness of safety training carried out by supervisors to ensure compliance with OSHA mandatory programs. Conducts promotional campaigns to stimulate interest in accident prevention. Assists managers with specialized safety programs, including industrial, sports and recreation, automobile, motorcycle, and manual lifting safety. Maintains accident/injury records, review reports, and other data to detect common patterns and trends. Files and maintains safety and occupational health related records, reports, correspondence, publications, and regulatory information. Performs other duties as assigned. Specialized Experience Required To qualify at the GS-9 grade level, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Must have at least one year specialized experience equivalent to at least the next lower grade level (GS-07) in the federal service or equivalent experience in the private or public sector that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience, education, or training performing periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. OR, Must have a master's or equivalent graduate degree, or, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related OR, Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
