Naval Sea Systems Command IT SPECIALIST (INFOSEC) in Dahlgren, Virginia

Summary You will serve as the Department Information System Security Officer (ISSO), within the Warfare Analysis and Digital Modeling Department (M) of the NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $109,781). Responsibilities You will provide support to the M Department, Department Information Officer. You will work with M Department customers to select appropriate Assessment and Authorization vehicles for their efforts, which may include development of new packages or incorporation into existing packages. You will assess the applicability of a variety of package types (e.g. Site, Afloat, Assess Only, Type) to determine the most efficient and cost effective option to satisfy RMF requirements. You will develop plans to consistently meet suspense dates. Track package schedules and completion status in the Commands Project Online implementation. You will provide periodic status reports to M Department leadership, Code 1043, and Command leadership (when required by local policy). You will assist in reviewing and provide input regarding IT Purchase Requests. You will coordinate quarterly and annual reviews of authorized packages. Coordinate with ISSOs and contract partners to meet system Continuous Monitoring requirements, as specified in each package. You will establish and maintain good working relationships and lines of communications with stakeholders. You will develop and gain approval on local Concept of Operations (CONOPS) documentation for projects that do not meet criteria for full RMF accreditations. You will evaluate new and revised system policy, manuals and documents for relevance to current system environment. You will participate in RMF Working Groups and topic training sessions to maintain awareness of developments in RMF policy, procedures, and tools. Update local processes and documentation to reflect changes. You will guide Configuration Management efforts within M Department, as they pertain to Assessment and Authorization packages. You will review and approve system changes and update package documentation (e.g. hardware and software lists, system diagrams). You will coordinate contractor support for Assessment and Authorization efforts. You will work with various contract partners who provide package development, maintenance (Continuous Monitoring) and Validation support for M Department packages to ensure that all work is completed on time and within scope. You will manage all Continuous Monitoring and FISMA compliancy requirements IAW DOD/Navy policy. You will track and provide updates to required documentation, such as Contingency Plans and Tests, Incident Response Plans and Privacy Impact Assessments. You will respond to data calls related to Assessment and Authorization processes, including reaction to OPORDs, EXORDs, TASKORDs and other DoD and Navy directives. You will aid in the development and routing of related documents, such as Memorandums of Understanding/Agreement and other records that affect systems authorizations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band, NT-04 (GS-11/12) or equivalent experience in the private or public sector developing and implementing cyber security or information technology policies and programs to minimize system vulnerabilities and ensure the confidentiality, integrity, and accessibility of automated systems, software and networks.
