Arapahoe County Government Engineering Services Division Manager in Centennial, Colorado

Description Arapahoe County's Public Works and Development (PWD) Department is an American Public Works Association Accredited Agency, the first County in Colorado to obtain this status. Within PWD, we are seeking a highly motivated and experienced leader to join our team as the Engineering Services Division Manager.

The Engineering Services Division Manager is a key leadership position responsible for managing the review of engineering studies and construction plans related to new land development and utility construction; overseeing permitting and inspection of public improvements within County rights-of-way and easements; overseeing the stormwater and floodplain management programs; and ensuring compliance with the County's environmental program. This public-facing position requires regular interaction with customers and members of the community, colleagues in other jurisdictions, and with the Arapahoe County Board of County Commissioners. This important managerial position is responsible for supervising and motivating Division staff and leading initiatives to improve efficiency and levels of service.

Duties Responsible for the day-to-day operations and performance of the Engineering Services Division. Key responsibilities include:

Manages Division staff including recruiting and hiring, work assignment and review, training and development, mentoring and coaching, and performance evaluation. Sets Division goals and tracks/reports progress. Identifies areas for improvement in the Division's procedures, processes, and/or service and implements plans to address such areas. Ensures that policies and procedures that directly apply or support the Division are current and applicable and have been well thought-through and vetted. Manages the Division-level budget, exercising control of expenditures to ensure compliance with approved budgets. Provides support to the overall success of the Department and to initiatives and strategies implemented at the Division, Department, or County level. Supervision:

Plans, assigns, and directs work and establishes major operational goals and objectives. Manages, directs, and assigns work methods and procedures by utilization of Accela and other software programs. Provides leadership to ensure a professional, efficient, and inclusive work environment is maintained and fostered. Management of Program:

Supervises the development of designs, plans, specifications, and estimates for the construction of projects. Analyzes and reviews related plans, reports, maps, construction documents, economic studies, and tests to assist in the design a d planning of projects. Recommends facilities, staffing, and funds required to carry out programs which are directly related with and directed toward fulfillment of overall organizational objectives. Establishes County standard plans and specifications and recommends policies. Reviews plans prepared by private engineers and contractors. Reviews computations and materials for applicability and compliance with regulations. Coordinates engineering-related activities with other County departments, divisions, and sections and with outside agencies. Manages professional services contracts, purchase orders, and requisitions. Writes, evaluates, and approves requests for proposal. Division Representation:

Advocates Division business and policies in study sessions with the Board of County Commissioners. Develops and maintains excellent communication with the Board of County Commissioners, PWD Department, other County departments, customers, and other partner entities including cities, counties, and Denver Regional Council of Governments. Negotiates critical and controversial issues with top level engineers and officers of other organizations. Develops and delivers presentations to various boards and commissions. May participate as a member of or provide support for a variety of commissions, boards, committees, or work groups on engineering matters. SKILLS AND ABILITIES:
