Job Summary

The Business Analyst coordinates with other members of the department, IT and other Business areas to identify opportunities and needs of the organization, then collects, analyzes, and documents business requirements, develops and executes system validation plans, documents reporting requirements and process improvement recommendations. This individual participates in planning and implementation of proposed recommendations and system changes. They act as liaison between developers and business.

Key Responsibilities/Duties – what you will be doing

Information and Data Analysis

  • Lead projects with business to identify and specify business and technical requirements and process.

  • Formulate and evaluate potential solutions that meet business needs.

  • Formalize expectations with business management.

  • Ensure timely and accurate resolution of all issues.

  • Participate in the creation of presentation, tool analysis and process flow diagrams.

  • Manage and/or lead analysis for large to multiple projects/initiatives, with significant cross-functional interface and significant complexity, impacting multiple platforms or containing a complex integration component

  • Manage/lead/participate in analysis, design and documentation systems and project and business requirements and specifications incorporating SDLC, SEI/CMM, Agile and current company defined processes and methods

  • Lead analysis to support business and strategy initiatives

  • Lead implementation of vendor selection recommendations and development of preliminary requirements for vendor selection

  • Assist with ad hoc report development and data extraction

  • Has knowledge of database relationships and table designs which will assist when analyzing and mapping database layers.

  • Provide detailed analysis on all new development and enhancement request to ensure that the application is developed in an efficient manner and work properly with other applications within the systems.

  • Ensure that programs meet standards and technical specifications.

  • Create and maintains the Business and Technical Requirements documentation which is comprised of Use Cases, Screen Mock-ups, and data mappings to support implementation and ongoing maintenance of Enterprise application.

  • Demonstrate analytical and problem solving skills to identify and remove design/implementation impediments.

  • Partner closely with Architects, Data Designers and analysts during design and development to ensure that the solution is appropriately aligned to architecture, standards and best practices

  • Provide technical guidance and support to staff.

Problem Resolution

  • Proactively use advanced problem identification and solving skills to resolve issues related to system, process, or project activities and to quickly diagnose, communicate, expedite and resolve critical events

  • Apply advanced critical thinking skills and business knowledge to identify complex issues and propose solutions

  • Identify system problems and lead/manage root cause and impact analysis based on advanced business/technical knowledge, leading/mentoring others on use of tools and techniques

  • Participate in development and implementation of large, high impact enhancements and improvements and identification/implementation of associated performance metrics

  • Identify test data failures, and troubleshoot and analyze related procedures

  • Provide quick response and utilize problem solving skills to resolve escalated requests from the business/customer regarding technical issues.

  • Support, educate, and perform issue resolution for Point32Health applications and systems.

  • Coordinate with team members to ensure prompt resolution and appropriate hand-off; troubleshooting, and diagnosis of issues.

  • Document, track and monitor requests/problems and actions per defined processes, ensure timely resolution and end-user satisfaction. Identify opportunities for process improvement with regard to technology support processes and policies.

Implementation Support

  • Consult as the knowledge center for business requirements and technical requirements documents ensuring adherence throughout the development of applications

  • Participate in scheduling, prioritization, risk management activities and change control implementation

  • Manage and/or participate in testing and implementation of new systems and system enhancements

  • Participate in scheduling, prioritization, risk management activities and change control implementation

  • Manage, execute and/or participate in support of installation deployment or troubleshooting of systems, application software testing and implementation of new systems and system enhancements

  • Perform other activities as directed by department management

  • Coach and mentor Business and Technical Analysts.

  • Strong team emphasis and relationship building skills; create effective partnerships with business and other IT support areas.

  • Ability to organize, plan and implement work assignments, prioritize competing demands and work under pressure of frequent and tight deadline

  • Other duties and projects as assigned.

Qualifications – what you need to perform the job

EDUCATION, CERTIFICATION AND LICENSURE:

  • B.S. /B.A. Degree

  • Advanced Degree preferred

EXPERIENCE (minimum years required) :

  • At least 7 – 12 years’ experience in a functional business area, preferably in a healthcare insurance environment

  • Experience with SDLC methodology, Agile and Customer Relationship Management (CRM)

  • Significant analytical experience related to business/systems analysis and process improvement in complex situations

  • Advanced knowledge of health insurance/managed care and related technology market and products

  • Advanced technical knowledge of multiple platforms and related applications and how they interact, including ability to visualize and document how changes from one system affect another

  • Experience in development of complex systems integration

  • Advanced understanding of web technology

SKILL REQUIREMENTS:

  • Apply business requirement collection methods and skills on complex initiatives with advanced proficiency

  • Use one or more of the following techniques, or other techniques as appropriate: business modeling, entity relationship modeling, logic/data flows, narratives, data structures, screen layouts, data dictionaries, and forms

  • Conceptualize and envision the impact of change, and propose new ways to do business

  • Demonstrate advanced skills with Microsoft Office Suite including, but not limited to: Word, PPT, Visio, Excel, Project and ACCESS

  • Demonstrate skills in using SQL, Cognos or similar querying tools to write queries for data extraction and reporting

  • Proficiently apply Use Case methodology

  • Demonstrate expertise and management in applying the CRM model and managing senior level customer expectations

  • Able to act with well-developed interpersonal skills in the capacity of liaison by maintaining and supporting customer relationships, acting as a customer advocate within the IS organization and handling pressure calmly and proactively in difficult situations

  • Demonstrate advanced negotiation and influencing skills in managing team members, stakeholders and vendors

  • Apply the highest-level oral and written communication skills to independently relate to Tufts HP staff and management, including:

  • Work objectively with highly confidential information

  • Effectively facilitate planning and review sessions with senior management

  • Synthesize large amounts of information and tailor the message to the audience in both verbal and written communications

  • Demonstrate advanced group facilitation skills and the ability to influence without authority

  • Develop and create senior level presentations, including executive summaries

  • Demonstrate the highest-level presentation skills

  • Effectively manage difficult group dynamics at the senior level to reach a positive outcome

  • Able to work collaboratively and cooperatively as a team member, fostering an atmosphere of trust and respect

  • Willing and able to train and mentor peers and project team members, and conduct training for end-users

  • Able to motivate fellow employees by fostering team spirit, an attitude of cooperation, and a commitment to the Organization

  • Demonstrate proven ability to manage multiple priorities and meet deadlines, and prioritize team members work as required

  • Confidently be able to represent management of the department as delegated

  • Must be flexible, a proponent of, and quickly assimilate change

  • Understands highly complex technical, business process, and workflow concepts required to ensure successful requirements definition and design.

  • Applies considerable business and technical knowledge gained through experience to provide analysis on the most complex and critical corporate projects.

  • Has developed strong judgment and conceptual/analytical skills through experience, proactively asks the relevant questions to clarify work instruction or to analyze and raise issues when necessary to mitigate risk.

  • Exceptional attention to detail to accomplish critical tasks and to support the high level of detail and specificity required to write high quality technical documents. Assigned projects that require the most complex and finely tuned technical requirements documents.

  • Possesses a full understanding of the impact of work results on user departments, current systems, and the organization as a whole.

  • Requires ability to work on broadly defined technical and business problems diverse in scope and complexity

  • Working knowledge in some of the following areas:

  • Informatica ETL and Data Quality, Toad, SVN,

  • Oracle 11g & SQL Developer, SQL Server, MS Access

  • SQL or PL/SQL, XML, HTML

  • Business Intelligence and Data Warehouse

  • LDAP, Active Directory, SSO, SAML and other security protocols

  • Developing investigation and analytical skills, including proactively knowing the questions to ask to validate/supplement information, ability to conceptualize and envision the impact of change, and ability to consider how all requirements, specifications, and workflows contribute to the desired end result.

WORKING CONDITIONS AND ADDITIONAL REQUIREMENTS (include special requirements, e.g., lifting, travel) :

  • Must be able to work under normal office conditions and work from home as required.

  • Work may require simultaneous use of a telephone/headset and PC/keyboard and sitting for extended durations.

  • May be required to work additional hours beyond standard work schedule.
