Federal Aviation Administration Human Resources Specialist (Labor & Employee Relations) in Burlington, Massachusetts

Summary The incumbent serves as a labor and employee relations specialist and technical advisor in performing multiple, varying and complex assignment under the direction of a manager or more experienced specialist. Responsibilities The incumbent serves as a HR Specialist (Labor & Employee Relations), technical advisor to management on the administration and operations of LER programs. Responsible for the full range of employee relations and labor relations programs and activities. The incumbent researches and produces a wide range of original, written documents, including legal briefs and other advocacy materials. Other duties include but are not limited to the following tasks: Serves as technical authority and provides counsel and assistance to management about union/management relations and grievances, as well as disciplinary, performance-based and other adverse actions; Recommends appropriate actions and alternatives; Provides counsel and assistance to management and employees on all matters arising under the Agency's Accountability Board program; Provides counsel and assistance in administering a wide number of union contracts; Researches and interprets the Federal Labor Management Relations Statute and Merit Systems Protection Board case law; facilitates informal resolutions of grievances and ULPs; and serves as advocate in arbitration hearings and other Third Party Proceedings, including but not limited to Pre-arbitration Review (PAR) meetings. Additional duties and responsibilities include but are not limited to, maintaining data in the Labor and Employee Information System (LERIS) in accordance with Standard Operating Procedures. At the FV-H level: Incumbent performs multiple and varying assignments under limited direction of a manager or more experienced professional. Acts as an individual contributor or team member, and may perform some leadership functions on projects/programs within defined area of responsibility. Applies experience and advanced knowledge to plan and accomplish assignments, with considerable independence and good judgement demonstrated in prioritizing work assignments. Assists manager/team leader in utilizing resources to accomplish projects and activities. Communicates with sources both internal and external to the Agency. Although established policies/procedures provide some guidance for most assignments, ambiguities and fluctuations in policies/procedures create discretion for employee to select the most appropriate approach. The incumbent resolves most problems and works issues without assistance of manager or team leader. At the FV-I level: Incumbent performs multiple, varying and complex assignments under minimal direction of a manager, which includes but is not limited to the following: Acts as contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Applies experience and comprehensive knowledge to plan and conduct Labor and Employee Relations functional activities. May be called upon to communicate FAA positions on policies and procedures internally and externally. Develops and recommends approaches, techniques and analysis of novel situations. Work is rarely reviewed, typically through status reports and at project completion to ensure policy compliance and alignment with requirements. Work activities typically support and may be vital to the success of projects or activities for one or more organizational units, major subdivisions, or Lines of Business' (LOB's). Work is reviewed periodically to ensure timeliness, policy compliance and quality. Strong communication skills are required for this position. Qualifications To qualify for this position at the FV-H level you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the next lower grade level, FV-G or FG/GS-10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience described must be in or related to the duties of the position. For the FV-H level specialized experience is interpreting and applying labor and/or employee relations laws and policies; facilitating resolutions of conflicts or complaints; and experience in the preparation of discipline and conduct related actions. To qualify for this position at the FV-I level you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the next lower grade level, FV-H or FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. For the FV-I level specialized experience is providing guidance and administering union contracts; experience recommending course of actions for resolutions to grievance, conflict, and complaints; and experience as an advocate in arbitration or other third-party proceedings.
