Department Summary:
MITRE’s Strengthen Coalition Capabilities (N124) Department is seeking a highly motivated and experienced individual to fill the role of the United States’ National Technical Expert (NATEX). N124 is solving key integration and interoperability challenges across the U.S. security cooperation enterprise, while working across MITRE to advance defense postures of our international customers. This pivotal role involves representing the U.S. to NATO, actively participating in NATO governance of capability development efforts, and ensuring seamless interoperability with U.S. and partner organizations. The successful candidate will be instrumental in shaping and guiding NATO's defensive capabilities in the areas of Integrated Air and Missile Defense (IAMD). The NATEX will be responsible for executing comprehensive studies, analyzing programmatic measures such as cost, schedule, and performance, and acting as a liaison between NATO and all US organizations associated with enhancing NATO’s defensive capabilities.
This role requires a deep understanding of the strategic, operational, and tactical levels of warfare, particularly in the application of Air Command and Control. It also requires an in-depth understanding of Office of Secretary of Defense (OSD), Joint Services (JS), USEUCOM and Components, Counter Unmanned Aerial Systems (c-UAS), IAMD, Artificial Intelligence (AI), and Systems of Systems architecture modeling. This position offers challenging opportunities to apply and expand one’s interdisciplinary skills in a dynamic and fast-paced environment. The daily work involves a mix of communication, writing, and negotiating skills, along with systems architecture, modeling, and trade space analysis. The ideal candidate will have a knack for analysis of complex systems, decision support and strategic execution.

Roles and Responsibilities:
Understanding of systems and mission engineering
Understanding U.S. policy and developing actional methods to achieve National objectives through programmatic governance.
Evaluating and comparing alternative architectures using qualitative and quantitative techniques; exploring large trade spaces
System design and development (such as software development), systems modernization, and architecture
Articulating major uncertainties associated with systems architectures, defining risks and opportunities associated with the uncertainties and alternative courses of actions
Identifying or developing metrics to measure and analyze relevant system properties, such as robustness, resiliency, interoperability, quality, robustness, and maintainability
Supporting requirements management, interface management and architecture change management processes
Translating analysis results into actionable recommendations for Senior Executives within US Government agencies (DoD & DoS) and Foreign Ministers (Defense and Interior).
Work closely with foreign political, technical, and military members
Basic Qualifications
Typically requires a minimum of 10 years of related experience with a Bachelor’s degree in Engineering, Physics, Mathematics, Computer Science or related; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
A minimum of 3 years of experience working on international projects in the relevant domain area
Ability to leverage systems analysis— technical and functional skillsets, maintain relationships with internal and external government representatives
Basic understanding of Model Based System Engineering (MBSE) tools to include Cameo and AFSIM
Familiarity with U.S. Federal/DoD Acquisition, including the Joint Capabilities Integration and Development System (JCIDS) and the Adaptive Acquisition Framework
Expertise in systems and enterprise architecture
Demonstrated application of modern system engineering methods to solve complex multi-disciplinary problems
Experience conducting Analysis of Alternatives and rendering objective evaluation of vendor products and approaches
Ingenuity in applying a set of technical skills across multiple subject matter domains associated with Command and Control (C2), IAMD, and c-UAS
Strong written communication skills, including ability to convey state-of-the art concepts into concise background papers for senior executives
Willingness to relocate to Brussels, Belgium for a maximum duration of 5 years
Ability to obtain a U.S. and NATO Secret-level security clearance
Flexibility to travel internationally up to 25% of time.
Preferred Qualifications
Experience developing or decomposing, interpreting, and applying defense doctrine
Experience defining Mission Engineering Threads given a reference architecture
Preference given to qualified candidates with NATO or DoS Experience
Demonstrated success working with senior government leaders involved in international work (DCSA, SAF IA)
Knowledge of methods for assessing the impacts of emerging technologies
Track record of collaboration and building teams while working autonomously
Exceptional oral and written communication skills, capable of engaging and influencing across NATO and U.S. Mission organizations
Fostering trust through a clear vision for the program
Demonstrated ability to articulate complex topics to Sponsors and stakeholders through written and oral communication
Proactive in identifying solutions in support of the U.S. Mission to NATO
Demonstrated technical management for systems engineering projects that require cross-disciplinary collaboration
Experience with dynamic multinational negotiation and debate
Experience working at the strategic-level within the U.S. Government (OSD, DoS, or NSC) and experience working within a U.S. Combatant Command (CCMD) or Joint Services
Experience working with foreign governments and militaries.
Experience in leading MITRE Projects or Tasks, serving as principal investigator, or directing Capstone leadership initiatives
Advanced degree in related field of study
Ability to obtain a Top Secret (TS) / Sensitive Compartmented Information (SCI) security clearance.
