Position classification

Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job

The individual in this position performs a variety of professional and technical duties including assisting with permits for building, land use development, engineering, right-of-way (ROW) and infrastructure, as well as licensing associated with ambulances, short-term rentals, liquor, and marijuana, and collection of fees including the Stormwater Utility. Additionally, this position provides intake services to include preliminary technical review of plan sets and documents for completion. This position must be dedicated to meeting the expectations and requirements of internal and external customers and delivering excellent customer service. The Permit Coordinator I provides information and assistance to other county staff, contractors, developers, external agencies, and the general public. Attention to detail, a strong sense of accountability, and the ability to work with a broad range of individuals in a dynamic workplace are essential qualities.

Examples of Duties for Success

  • Respond to inquiries regarding International Council of Codes (ICC) Building Codes, permitting processes, building permit requirements, specifications, and calculations.

  • Respond to inquiries regarding Adams County Development Standards and Regulations, land use and zoning, case types and management, application processes, and submittal items.

  • Assist applicants with the preparation of plan sets and documents for submittal of building permits, land use cases, engineering review, licensing applications, and ROW and infrastructure permits.

  • Review licensing applications, building permit, ROW and infrastructure permit, engineering, and land use development case applications for completeness along with additional review for permits/cases.

  • Process and issue building permit requests and prepare Certificate of Occupancies for Chief Building Official to sign.

  • Respond to inquiries regarding building inspections, scheduling, and results of inspections.

  • Receive, log, and refer complaints regarding alleged building code violations as well as alleged Adams County Development Standards and Regulations violations.

  • Calculate, collect, and record building permit, ROW and infrastructure, engineering, and land use and development fees as well as collect Stormwater Utility fees.

  • Collect, record and track insurance and bond information from contractors.

  • Create, proofread, and distribute a variety of forms, reports, letters, memoranda, presentations, and statistical charts.

  • Research, compile, and collect documents/records requested by the public and authorized by the County Attorney for the Colorado Open Records Act (CORA).

  • Collect, update, and maintain a variety of electronic files and records.

  • Perform other related duties and responsibilities as required.

Qualifications for Success

  • Working knowledge of all Community & Economic Development (CED) division functions, roles, and responsibilities.

  • Knowledge of ICC building codes and understanding of the application of ordinances, laws, and regulations pertaining to land use and zoning as well as permitting for building, engineering, ROW, and infrastructure.

  • Knowledge of or the ability to learn a variety of permitting processes and procedures.

  • Knowledge of or the ability to learn the Adams County Development Standards and Regulations.

  • Strong technical aptitude and the ability to understand and apply code, ordinance, and regulation standards.

  • Knowledge of or the ability to learn code violations and the processes associated with resolving/addressing the violations.

  • Knowledge of or the ability to learn and understand the fundamentals of engineering and architectural drawings related to building construction and design elements, as well as construction site plans.

  • Mathematical skills required to determine, asses, and calculate fees, along with strong mathematical reasoning ability to identify errors.

  • Knowledge of or the ability to learn to draft correspondence and reports; track, file, and retain electronic documents.

  • Knowledge of or the ability to learn the operation of county-supported software, to include MS 360, Accela, ProjectDox, JD Edwards, Cisco, and other software used in the Community & Economic Development Department. GIS skills are a plus.

  • Ability to schedule and coordinate projects; set priorities and adapt to changing priorities.

  • Ability to communicate clearly and concisely, both verbally and in writing.

  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

More Qualifications for Success

Experience:

  • Two (2) years of increasingly responsible experience working with the public in a customer service role and knowledge of ICC Building Codes and/or land use regulations and zoning.

  • Computer literacy is required; experience working with permitting software systems is strongly preferred.

Education and Training: Highschool diploma or GED equivalent.

License or Certificate: This position requires an ICC certification as a Permit Technician or the ability to obtain the certification within 12 months.

Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.

Background Check: Must pass a criminal background check.
