What Success Looks Like In This Job

To perform a variety of complex appraisal duties, including collection and analysis of field and market data, in order to determine values of commercial and industrial property within Adams County.

The Assessor's Office has elected to consider a range of experience for this vacancy. A candidates' qualifications will determine the level at which they are hired.

Appraiser II: $59,845.45 - $86,775.90 Annually

Appraiser III: $67,242.35 - $97,501.40 Annually

Examples of Duties for Success

  • Conduct appraisals of new and existing commercial and industrial property within Adams County. Visit, inspect and measure property sites to ascertain stage of development. Take detailed notes on quantity, quality, and composition of construction materials used. Record and/or draw property exteriors, improvements and site boundaries. Indicate area dimensions and calculate square footage. Photograph existing property improvements.

  • Examine maps, legal descriptions and building permits to determine and verify property locations and addresses.

  • Compare field data with existing real estate records. Update records and property appraisal cards to reflect additions, completions and site changes.

  • Conduct property valuation research. Collect and analyze field, market, sales, cost and income data. Use statistical methods to determine if values are in compliance with State requirements.

  • Identify and record value estimates and adjustments for properties affected by fire damage, demolition, and other structural or functional problems leading to depreciation. Prorate taxable value of incomplete or damaged property.

  • Develop estimates of value and taxes due for new projects proposed by developers and government agencies.

  • Process and review objections to assessment valuations from property owners. Prepare cases defending property values. Represent the Assessor's Office as an expert witness before various boards and in District Court if necessary.

  • Respond to inquiries from the public that require an explanation or interpretation of the policies and procedures of the Assessor's Office. May explain the valuation process to taxpayers in person or in writing.

  • Process various appraisal forms and documentation. File building permits and appraisal records. Maintain log of activities.

  • May work with State Auditor to verify real property values.

  • Perform other related duties as require

Qualifications for Success

  • Property appraisal procedures, methods and techniques, and ability to classify real estate.

  • Statutes and regulations relating to real property, appraisals and assessments. Basic understanding of tax codes and guidelines.

  • Various approaches to property valuation, including mass appraisal.

  • Building design, construction materials, costs and depreciation.

  • County land values, neighborhood uses, and zoning regulations.

  • Basic understanding of statistics.

  • Microsoft Word, Excel, Marshall and Swift Cost Estimator software, SPSS and Apex software

  • Establish effective working relationships with County staff, officials and the general public through the use of interpersonal communication skills and abilities.

  • Read and interpret maps, blueprints and legal descriptions.

  • Write technical reports and draw to scale.

  • Apply logical or scientific principles to define problems, collect data and draw conclusions.

  • Physically inspect property sites.

  • Operate standard office equipment such as computers, copy and fax machines and telephone systems.

  • Must possess the ability to perform the essential functions of the position.

More Qualifications for Success

Appraiser II:

  • Experience: Two (2) to three (3) years of experience as a real estate appraiser.

  • Education and Training:

  • High School Diploma or GED Equivalent.

  • Additional college level coursework or training in real estate assessment and/or construction is preferred.

  • 150 hours of appraisal coursework with 50 hours within the Cost, Market, and Income Approaches to Value.

  • License or Certificate:.

  • Real Estate Appraiser's License is required.

  • Certified General Appraisal License is preferred.

  • Possession of, or the ability to obtain within two (2) weeks of employment, a valid Colorado Driver's License.

  • Background Check:Must pass a criminal background check.

Essential duties require the following physical abilities and work environment:

  • Work is performed primarily in an office environment.

  • Requires travel throughout the County to perform appraisals.

  • May be exposed to extreme temperatures when working outdoors.

Appraiser III:

  • Experience: Five (5) years of experience as a real estate appraiser.

  • Education and Training:

  • High School Diploma or GED equivalent.

  • Additional coursework or training in real estate assessment and/or construction is preferred.

  • License or Certificate:

  • Real Estate Appraiser's License is required.

  • Certified General Appraisal License is preferred.

  • Possession of, or the ability to obtain within two (2) weeks of employment, a valid Colorado Driver's License.

  • Background Check: Must pass a criminal background check.
