Job Purpose: The Program Manager will be responsible for ensuring all processes related to program and project execution, documentation and reporting are followed for consistent financial, technical and schedule performance. Tasked with ensuring successful execution of assigned programs as well as the strategic pursuit of new business opportunities to grow the business portfolio.

Duties:

  • Responsible for the cost, schedule, and technical performance of programs. Coordinate with production teams, managers, and key stakeholders to address financial, technical and schedule performance.

  • Participates in the negotiation of contract and contract changes.

  • Coordinates the preparation of proposals, business plans, investment plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.

  • Establishes milestones and monitors adherence to plans and schedules, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.

  • Acts as customer contact for program and capture activities, leading program review sessions with customer and stakeholders to discuss cost, schedule, and technical performance, new business opportunities and problem-solving activities.

  • Maintains existing processes and implements process improvement projects supporting financial, technical, and schedule performance activities.

  • Identify risk and execute mitigation plans for programs and projects.

  • Support ad hoc data analysis and reporting as required.

  • Other temporary duties as assigned.

Skills/qualifications:

  • Master’s Degree in business or related field and 5 years of experience or Bachelor’s Degree in business or related field and 10 years of experience.

  • Minimum 10 years of experience in Functional Management or Program Management.

  • Minimum 10 years of experience in Aviation.

  • Demonstrated expertise in customer shaping and engagement strategies to establish customer intimacy and new customer relationships.

  • Demonstrated program execution expertise.

  • Strong initiative and ability to manage multiple projects and priorities.

  • Exceptional communication and collaboration skills

  • Demonstrated leadership skills and the ability to lead effectively in a team environment.

  • Demonstrated experience in change management

  • Strong data analytical skills

  • Ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of strategic and program decisions, actions, and performance.

  • Ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.

  • Ability to identify and quickly address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.

  • Experienced and understanding of government contracts, flow downs and Defense Federal Acquisition Rules (DFARS).

  • Understanding of EVMS and Risk and Opportunity Management.

Preferred Qualifications:

  • Active Secret Clearance or DoE equivalent

  • 10 years of experience in DOD

  • Demonstrated experience with executive interactions and communication.

  • Experience with Capture Management Plans

  • Experience with Program Management Plans
