Purpose of Classification

The purpose of this classification is to develop, implement and manage an innovative economic development plan and strategies to promote and support the growth, expansion, and retention of businesses within the City of Boynton Beach.

Essential Functions

The following duties and functions, as outlined herein, is intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Develops the City's comprehensive economic development plan including data on business conditions, attraction and retention strategies and goals, neighborhood commercial development opportunities, international, national and other marketing plans, strategies for securing private investment in the City's economic development projects, and the development of financing proposals, loans, or grant programs.

Coordinates with the Department Director, City management, other City departments, the Community Redevelopment Agency (CRA), and other public, private and non-profit agencies and groups to identify economic development goals, strategies, and projects to enhance economic development, promote business retention and development, and promote job creation in the City.

Manages and coordinates the planning and implementation of the Economic Development Work Programs including business attraction, retention, job creation, business assistance, marketing and related functions.

Leads all operations of the Economic Development program, including program development and administration, staffing, budget management, coordination of capital projects, and office operations.

Supervises Economic Development staff.

Develops and administers economic development incentive programs.

Acts as liaison with private and public stakeholders to promote the City's economic development plan goals, strategies, and projects.

Develops and fosters relationships with local business owners to help in business retention and growth throughout the community.

Meets with representatives of local lending institutions and advises them of economic development projects to solicit their support and participation.

Establishes and executes marketing campaigns to attract new businesses to the City.

Develops strategies to create an entrepreneurial climate with the goal of increasing the tax base for the City.

Prepares reports on economic development trends, opportunities, and threats to the City's economic health.

Provides review of economic development financial proposals for reasonableness and feasibility.

Responsible for assisting City departments with building business partnerships, public/private partnerships, trust and credibility throughout the community.

Interacts with a wide array of organizations to build awareness of the City's small business and corporations, and economic development programs.

Serves as liaison and City Economic Development representative with the Greater Boynton Beach Chamber of Commerce, Palm Beach County Economic Development Office, Palm Beach County Economic Development Council, Palm Beach County Business Development Board, and others as assigned.

Attends industry related meetings, serves on committees, and makes speeches or presentations as needed.

Maintains comprehensive and current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Performs other related duties as assigned.

Minimum Qualifications

Bachelor's degree from an accredited college or university with a major in Business or Public Administration, Marketing, Economics, Urban Planning, or related field and five (5) years progressively responsible experience in economic development program design, execution and management; one (1) year of supervisory experience. Must possess and maintain a valid Florida driver's license.

PREFERRED QUALIFICATIONS

Masters degree in Business or Public Administration, Marketing, Economics, Urban Planning, or related field.

Supplemental Information

Extensive knowledge of the principles and practices of economic development including finance and incentive finance, commercial revitalization, business and workforce development, job attraction and retention programs.

Knowledge of Federal, State, and public/private funding sources for the promotion and funding of economic development goals, strategies and projects.

Knowledge of City, State, and Federal laws, rules, regulations, codes and ordinances governing economic development programs and practices.

Knowledge of negotiation and conflict resolution techniques and strategies.

Knowledge of research methods and techniques, and the ability to use available sources of information.

Skill in preparing effective verbal and written communications.

Skill in negotiating consensus and agreement with a variety of vendors, contract providers, and grant recipients.

Demonstrated expertise in the ability to plan, develop and implement an economic development, attraction and retention program.

Ability to establish and maintain effective working relationships with public officials, business owners, leaders and community groups, and City employees.

Ability to analyze and identify key information from large amounts of data.

Ability to plan, organize, assign and supervise the work of professional and clerical staff.

Health Insurance

The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).

Dental Insurance

Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City.

Vision Care Plan

Life Insurance / Accidental Death and Dismemberment Insurance

The City provides each eligible employee with term life and accidental death insurance.

City Retirement / Pension Plans

Vacation

All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.

Holidays

The City observes12 paid holidays throughout the year.

Sick Leave / Family Sick Leave

Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.
