The Senior Project Manager is responsible for the planning, execution and management of a diverse range of projects within the clients IT Department and is a member of the IT PMO. The incumbent will manage all the tasks and activities of a project’s life cycle while incorporating SDLC practices that are suitable to apply and following standard project management framework and methodologies including but not limited to Agile, Scrum, Kanban, PMBOK and Waterfall. He/she understands complex technical scenarios and requirements and can effectively manage and overcome obstacles to progress and/or suggest alternative strategies and directions. The Senior Project Manager is accountable for delivering projects on time, within budget, and with high quality. The range of projects implemented within the IT Department include third-party vendor solutions implementations, software development, infrastructure upgrades, cloud migrations, technology refresh, cybersecurity improvements and data reporting and analytics.
Responsibilities
Perform with a strong sense of urgency and ability to meet deadlines to drive projects to completion
Facilitate and lead the definition of the project scope, project management/SDLC approach, milestones, tasks, deliverables and resource requirements.
Negotiate project resource needs and competing priorities with PMO and IT resource managers
Develop and maintain project plans, status reports including steering committee level status reports, risk and issue logs, and other project related artifacts.
Develop, track and closely monitor budget/ongoing project forecast and actuals of all resource and non-resource related project costs. Understand project cost baselines and variances and develop solutions to reduce or eliminate significant cost variances.
Manage vendor performance and drive deliverables to meet agreed upon target dates and quality standards.
Ensure business engagement throughout the project, project decision making, managing scope/budget changes, business requirements elicitation and prioritization, acceptance testing, training, etc.
Identify, assess, manage and resolve project risks and issues.
Create and execute strategies for risk mitigation and contingency planning.
Manage, assess, and negotiate project scope changes.
Ensure that assigned projects are conducted in compliance with all department standards, policies, and guidelines. Apply appropriate levels of tailoring to meet project-specific needs, while still operating within the standard project management framework. Ensure that all project artifacts are saved in standard project repositories.
Escalate issues that require executive, management or business attention.
Establish a communication strategy and project governance in partnership with the business, IT sponsors and effectively communicate project related information to team members, IT management, and customers throughout the project life cycle.
Skills
Knowledge and application of industry standard project management principles and methodologies and SDLC.
Understanding and experience with Waterfall, Iterative, Agile, Scrum, Kanban methodologies and ability to determine which approach is best suited for a specific project.
Ability to constructively challenge project schedules and estimates provided by vendor.
Strong familiarity with project management software and MS Office Suite.
Ability to estimate, plan, and manage multiple IT projects including monitoring and controlling budget and expenses (resources, materials and services).
Ability to create clear and concise project and executive and/or steering committee level reports for key stakeholders.
Ability to manage vendors and track and monitor contract deliverables.
Can operate at the macro level, driving large teams with multiple stakeholders but also can individually contribute to work products when required.
Ability to build consensus amongst project team members and key stakeholders.
Strong intellectual curiosity and capacity for professional growth.
Ability to effectively coordinate and communicate with various project stakeholders including IT leadership, business customers, team members, other IT colleagues and senior DOT leadership.
Ability to prioritize and work on multiple tasks at any one time, while maintaining high quality standards.
Qualifications
Minimum of 5 years of hands-on Project Management experience on IT projects.
BS/MS in Business, Engineering or Technology based degree.
PMP and/or Agile Certification preferred.
Knowledge of basic application, operational and infrastructure security principles and guidelines.
Excellent written, verbal and presentation skills as well as customer relationship management.
Strong analytical and organizational skills are essential and required.
Appropriate behavior when handling sensitive and confidential situations.
Proven experience in negotiating and organizing project deliverables and timing within a complex business environment in order to manage stakeholder’s expectations.
Demonstrated experience with various project management methodologies and best practices including Agile, Scrum, Kanban, PMBOK, and Waterfall.
Demonstrated experience managing projects that involve mission-critical changes and deployments.
Demonstrated experience managing multiple vendor contracts, relationships and deliverables.
Prior experience on projects with federal, state or local government is desirable, but not required
