As the Executive Director for Operations, this position will lead the Director for Facilities Services in creating an overall facilities plan for campus.The span of responsibility for environmental health and safety includes three campuses: Montana State University Billings, Great Falls College, and Montana State University Northern, and covers non-benefit risk management and loss prevention and compliance programs, including environmental protections, occupational health, and life safety, and/or other related loss prevention and compliance functions. The Director will administratively report to the Vice Chancellor for Administration and Finance at Montana State University Billings with a functional reporting line to the Director of Assurance and Enterprise Risk at the Office of the Commissioner of Higher Education.Travel: Yes, 10% of the TimeWhile the position is primarily located at Montana State University Billings in Billings, Montana, the successful applicant will be required to make monthly site visits to Great Falls College (Great Falls) and Montana State University Northern (Havre).DUTIES and RESPONSIBILITIES:Executive Director for Operations: •Establishes the maintenance and development needs of the campus. •Responsible for conducting operations of the facilities services department in compliance with collective bargaining agreements. •Responsible for the management and accuracy of the FAMIS work order system in coordination with the Director of Facilities Services. •Responsible for compliance with all campus and MUS policies, State A&E policies, Risk Management and Tort Division policies, state statutes, local and city ordinances, the Montana Operations Manual, and any other authoritative sources that govern procurement, risk management, or any operations of the facilities management department. •Participates in contract review processes to ensure minimization of risk. Recommends the selection of vendors. •Responsible for the financial management of facilities services in partnership with the Director for Facilities Services. •Responsible for overseeing custodial services. •Responsible for creating standard operating procedures. •Responsible for identifying, managing and mitigating risks. Environmental Health and Safety: •Develops, implements, and oversees activities related to environmental and occupational health and safety functions. •Examines, designs, and implements alternative risk management and mitigation techniques, strategies, and measures. Monitors the effectiveness of techniques and makes changes as required. Directs and participates in the development of new programs, initiatives, and incentives to improve workplace safety. •Encourages a safety culture by directing safety activities and overseeing/administering safety training. •Serves as a liaison with applicable internal departments regarding health and safety matters and workers’ compensation. •Oversees risk management policies and acts as a liaison to the Risk Management and Tort Defense Division at the State of Montana. •Interprets laws, policies, and procedures to ensure risk management programs are compliant.•Directs the development of a program budget and monitors performance against funding and expense requirements. •Participates in contract review processes to ensure minimization of risk. Recommends the selection of vendors.•Prepares security assessments when requested.•Builds support and visibility for risk management and loss control programs and initiatives and obtains stakeholder buy-in on program goals and objectives. •Conducts periodic risk prevention audits of assets and oversees inspections performed by outside agencies. •Accumulates and analyzes data and develops comprehensive reports related to the risk management program. Provides shared-services solutions to critical safety risks where applicable. •Serves on a variety of internal committees and/or task forces, which includes facilitating Safety Committees •Participates in disaster recovery planning. •Develops rapport with and obtains subject matter expertise from colleagues at the flagship Montana State University as needed. •Participates in the enterprise risk management governance structure facilitated by the Office of the Commissioner of Higher Education.
