Project: “Support to the Secretariat of the Global Covenant of Mayors for Climate and Energy”

The service contract “Support to the Secretariat of the Global Covenant of Mayors for Climate and Energy' is an integral part of the ongoing support of the European Commission (EC) to the Global Covenant of Mayors for Climate and Energy (GCoM) initiative and the existing Regional Covenants, also including the EC funded support to the Regional Covenants of Mayors in Asia, the Americas, Sub-Saharan Africa, the South Mediterranean and the Eastern Neighbourhood. The EC's Joint Research Centre (JRC) further provides technical support to the regions, specifically on tailoring methodologies to regional context and providing training and tools for validation and evaluation on the Climate Action Plans regionally/locally. With this action, the European Commission seeks to contribute to the delivery of international commitments articulated in the 2030 Agenda for Sustainable Development, the UNFCCC Paris Agreement on Climate change, the Sendai Framework on Disaster Risk Reduction and other relevant global or international initiatives. The action plays an important role in achieving the goals of the EU in implementing the European Green Deal. It also seeks to promote the role of the EU in leading local and regional sustainable energy and climate action across the world, on the basis of its 2020 and 2030 climate and energy frameworks and policies, the Commission’s Vision 2050 for a climate-neutral Europe and the 2013 EU Strategy for Adaptation to Climate Change.

The scope of the service required is to assist and integrate the Project’s Team implementing the EU action: Support to the Secretariat of the Global Covenant of Mayors for Climate and Energy (Service contract PI/2020/418-375), and secure continuation of the GCoM operational structures (Regional Covenant and Helpdesk) in Latin America and the Caribbean, support GCoM signatory cities in the region beyond the end of the GCoM Americas project, achieving the following objectives:

Overall Objective: To develop, monitor and lead climate and sustainable energy action and diplomacy globally through the local level, and thereby support the implementation of the Paris Agreement together with the 2030 Agenda and its Sustainable Development Goals and other UN initiatives focused on climate change and cities.

Purpose: To strengthen the impact and the coherence of the Global Covenant of Mayors initiative through increased support to and steering of the Global Secretariat, in partnership with current (Bloomberg Philanthropies) and possible other donor organisations funding the initiative in the future.

Expert profile: Senior Non-Key Expert GCoM Regional Coordinator for Latin America and the Caribbean

The SNKE Regional Coordinator for Latin America and the Caribbean is expected to significantly contribute to the provision of technical support and assistance services to GCoM cities in Latin America and the Caribbean, by delivering the following:

  • Task 1.1. Ensure overall coordination of the GCoM initiative

  • Task 1.2. GCoM services for building capacities in R/N Covenants teams. Support the global and regional exchange of expertise and good practices

  • Task 1.3: GCoM services for Technical Assistance on CAPs implementation

  • Task 2.1 Events

Qualifications and Skills

  • University degree at master's level (or equivalent) in a discipline relevant to the subject of the project or alternatively 5 years of proven relevant professional experience additional to the requested minimum of 10 years proven post-graduate professional experience relevant to this assignment.

  • Excellent network of contacts across the targeted country.

  • Fluent in English, Spanish and Portuguese.

  • Good communication and presentation skills.

  • Good public awareness-raising and involvement skills.

General professional experience

  • Minimum of 10 years proven post-graduate professional experience relevant to this assignment.

Specific professional experience

  • Good Inter-cultural skills and sensitivity

  • Full Computer Literacy, Excellent report drafting skills.
