Summary ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security. Responsibilities Major Duties and Responsibilities: Advise the National Intelligence Manager (NIM) for Economic Security and Emerging Technologies on all access, collection, and reporting issues affecting OESET's mission areas: critical emerging technology, supply chains, technology and economic competition, sanctions, illicit finance, energy security, information and communications technology and services, investment security, and trade/export controls. Lead development of national collection priorities and short-term emphasis areas. Conceptualize, develop, analyze, and create strategic collection initiatives to ensure alignment with the national intelligence priority objectives, as well as ODNI and OESET mission and goals. Identify key intelligence gaps within OESET's mission. Develop a strategy to close these gaps, and work with collection and reporting elements of IC agencies to implement the strategy. Lead development of national collection priorities and short-term emphasis areas; chair "collector caucuses" to align the array of collection capabilities against these priorities; improve integration among IC agencies that have economic and technology programs to achieve joint mission solutions. Inform capability development and IC resourcing efforts that align with OESET mission needs, in partnership with OESET's chief of resources. Support team members in developing focused plans to address collection issues raised by their respective communities of interest; provide advice on collection-related issues for communities of interest as required, including on private and foreign engagement. Work with OESET's chief of data and tools to identify which collection gaps can be best supported by open-source intelligence or government information sharing; support implementation efforts. Partner with the relevant IC organizations in assessing progress against key intelligence gaps identified in the Economic Security and Emerging Technologies Unified Intelligence Strategy (UIS). Manage to ensure full range of understanding of customer requirements related to assigned missions and ensuring these requirements have been conveyed to and coordinated with the ODNI and the IC. Requirements Conditions of Employment Qualifications Mandatory Requirements: Expert knowledge of US IC collection capabilities Expert knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests. Expert ability to evaluate strategic trends, strategy and implementation plans, results, and programmatic data, propose innovative solutions, and implement change. Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals and produce lasting outcomes. Bachelor's degree or equivalent experience as determined by mission specialty area. Desired Requirements: Expert proficiency in at least one "INT," and demonstrated experience working with multiple "INTs." Superior knowledge of one or more of OESET's mission areas; IC mission posture, structure, capabilities, processes, and policy development. Demonstrated knowledge of key collection issues facing the IC in this mission space. Prior experience as a collection strategist, collection management officer, chief of operations, or in a similar position within an intelligence community element. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
