Minimum Qualifications

MINIMUM QUALIFICATIONS:

Six years of experience in law enforcement, criminal justice, arson/criminal/fire investigations, inspections, fire service, fire science, fire protection, fire prevention, fire prevention education, codes enforcement, building construction, construction technology, construction management, architecture, occupational safety, engineering, or engineering technology plus possession of one of the following certifications or commissions:

A) Fire Inspector-LSU Office of Academic Affairs Firefighter & Emergency Responder certification or recognized equivalent by the International Fire Service Accreditation Congress

B) Fire Investigator-National Fire Academy or equivalent recognized by the International Fire Service Accreditation Congress

C) NAARSO (National Association of Amusement Ride Safety Official)

D) National Board of Boiler and Pressure Vessel Inspectors

E) Life Safety Code Specialist certification from the Centers for Medicare and Medicaid Services

F) NICET 1 (National Institute for Certification in Engineering Technologies) in fire alarm or fire sprinkler or special hazards

G) Firefighter 1-Louisiana Fire and Emergency Training Institute or equivalent recognized by the International Fire Service Accreditation Congress

H) P. O. S. T. (Peace Officer Standards Training) as a peace officer

I) Certified Building Official-International Code Council or any current building inspector certification accepted by the State Fire Marshal's Office

J) Team Leader-National Board of Boiler and Pressure Vessel Inspectors or the American Society of Mechanical Engineers

SUBSTITUTIONS:

A) A baccalaureate degree in law enforcement, criminal justice, fire science, construction, construction technology, construction management, occupational safety, architecture, engineering, or engineering technology will substitute for four years of the required experience.

B) A baccalaureate degree in other fields will substitute for three years of the required experience.

C) An associate degree in law enforcement, criminal justice, fire science, construction, construction technology, architecture, engineering, or engineering technology will substitute for two years of the required experience.

D) Other associate degrees will substitute for one year of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To directly supervise staff engaged in compliance and enforcement activities related to a State Fire Marshal program area.

LEVEL OF WORK:

Supervisor.

SUPERVISION RECEIVED:

Usually direct from a State Fire Marshal Major.

SUPERVISION EXERCISED:

Usually direct over State Fire Marshal Lieutenants.

LOCATION OF WORK:

Department of Public Safety, Office of State Fire Marshal.

JOB DISTINCTIONS:

Differs from State Fire Marshal Lieutenant by the presence of district supervision or supervision over staff for a program area as approved by SCS.

Differs from State Fire Marshal Major by the absence of managerial responsibilities.

Advises higher level personnel on problems involving relationship of work units to other broader programs and the impact on such programs; recommends action plans and reports on progress.

Delegates authority to subordinates and holds them accountable for the accomplishment of work unit goals.

Supervises inspection and/or investigation activities for an assigned area.

Performs quality control functions for an assigned work unit.

Coordinates and evaluates all problem activities for a work unit and resolves issues.

May issue noncompliance letters to violators and refer repeat violators to legal staff.

Serves as a technical resource for subordinates and may testify in court.

Prepares various reports as required.

May work on special projects as assigned.

Identifies and coordinates fire service resources and manpower responding to emergencies in support of the state disaster plan.

Evaluates and inspects emergency shelters for occupancy.

Trains and responds to man-made or natural disasters or emergencies including, but not limited to coordinating resources and/or manpower.
