This vacancy participates in a career progression group and may be filled from this recruitment as a OTS Statewide Operations Analyst 1 (TS-312), OTS Statewide Operations Analyst 2 (TS-313) or OTS Statewide Operations Analyst 3 (TS-314) depending on the level of experience of the selected applicant. The maximum salary for the OTS Statewide Operations Analyst 3 is $ 103,064 . Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of experience in information technology or professional administrative services.

SUBSTITUTIONS:

  1. An associate's degree in information technology or accounting will substitute for the baccalaureate degree.

  2. Two years of experience or training in information technology will substitute for the baccalaureate degree.

    Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:

    30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.

    90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.

    A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.

  3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

    Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:

    30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

    90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

    120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

    A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

  4. A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis--computer science, electrical engineering, information systems and decision sciences, computer engineering, mathematics, telecommunications, or computer information systems will substitute for up to one year of required experience.

  5. A master’s degree will substitute for up to one year of required experience.

    NOTE:

    Multiple specialized degrees and/or master's degrees will substitute for a maximum of one year of required experience.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

SUPERVISION EXERCISED:

May provide direct or functional supervision over lower-level OTS personnel. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:

Differs from OTS Statewide Operations Associate 4 by the presence of moderately complex analyses for an assigned statewide information technology operations function.

Differs from OTS Statewide Operations Analyst 2 by the absence of complex analyses for an assigned statewide information technology operations function.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services (OTS) will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

The incumbent in this position would be experienced in the procurement process in the Vendor and Provider Management area of OTS. This position is responsible for providing direct support to the Office of Technology Services (OTS) executive and senior management, Agency Relationship Managers, OTS customers and VPM staff for the following areas; procurement process and budget planning. Emphasis is on recognized knowledge of procurement processes. The position requires skills in providing executives and business area managers with knowledge of lT procurement regulations. Specialized knowledge includes expertise in developing clear, measurable procurement documentation to assist in the acquisition of lT systems and services that meet agency needs.

Job Duties

30% Analyzes emerging hardware technologies and /or software products to assess suitability, as well as the time frame for highly complex acquisitions and implementations. Consults on technical requirements for highly complex statewide information technology purchases and provides technical operational assistance to support OTS projects. Plans, organizes, and coordinates highly complex information technology purchases of commodities and services. Prepares necessary documentation for the assigned operational function and maintains associated records. Provides recommendations for highly complex statewide information technology acquisitions and obtains necessary approvals. Provides oversight of associates engaged in information technology acquisitions with vendors.

20% Provides direct or functional supervision over lower-level OTS personnel. Responsible for providing direct support to the Office of Technology Services (OTS) executive and senior management, Agency Relationship Managers, OTS customers and VPM staff for the following areas; procurement process, contracts and budget planning. Distributes work assignments to associates for the assigned.

20% Conducts highly complex analyses for an assigned operational function of the Office of Technology Services in the areas of supply chain, and fiscal support.

15% Supports statewide information technology operations by conducting analyses for an assigned function, providing OTS executives and business area managers with knowledge of lT procurement and contract regulations.

10% Responsible to know the Louisiana Procurement Laws, Rules and Regulations, and the IT Procurement Guidelines and policy's. Requires experience with the process of obtaining approvals by the Office of Technology Services (OTS) Chief Information Officer (CIO), DOA Assistant Commissioner, and the Office of State Procurement (OSP), for IT acquisitions.

5% Other duties as needed and/or directed by the State CIO or his designee.
