At Ethics Administration, we strive to achieve compliance by governmental officials, public employees, candidates and lobbyists, and provide public access to disclosed information.
The mission of the Ethics Administration Program is to provide staff support for the Louisiana Board of Ethics, which administers and enforces Louisiana’s conflicts of interest legislation, campaign finance disclosure requirements, lobbyist registration, and disclosure laws. The Board of Ethics also ensures compliance by governmental officials, public employees, candidates, and lobbyists and provides public access to disclosed information.
The Information Technology Applications Specialist 1 will be responsible for developing, administering, and supporting various Ethics Administration applications, including systems for campaign finance, personal financial disclosures, online payments, and ethics training. This position requires strong technical expertise, collaboration with staff and public users, and the ability to maintain and improve key IT systems to ensure smooth operation and enhanced functionality.
This position may be filled by job appointment, probational appointment (probation in lieu of promotion), detail to special duty, or non-competitive reemployment.
Selected candidate may be required to serve a probational appointment of up to two years.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Six years of experience in information technology; OR
Six years of full-time work experience in any field plus four years of experience in information technology; OR
An associate's degree in information technology plus four years of experience in information technology; OR
A bachelor’s degree plus four years of experience in information technology; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus three years of experience in information technology; OR
A master’s degree plus three years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
Examples of Work
Application Development & Administration
Develop, administer, and provide technical expertise in the execution of critical IT systems, including the Campaign Finance Online Filing System, Personal Financial Disclosure Online Filing System, Online Payments System, and Ethics Training Portal. Lead efforts in application development and cloud-based or third-party system integration.
Stakeholder Engagement & System Evaluation
Work closely with staff from Ethics, Training, Campaign Finance, and Personal Financial Disclosure departments to gather feedback and recommend software improvements. Prepare technical reports, training materials, and documentation for system users.
Systems Maintenance & Performance
Perform routine maintenance of application systems, including security updates, performance enhancements, and user interface improvements, to ensure smooth functionality and integration of all Ethics Administration IT systems.
Training & Support
Provide training to lower-level IT personnel and assist public users with troubleshooting issues related to electronic data filing and online training systems.
Troubleshooting & Vendor Liaison
Respond to troubleshooting requests related to application systems. Serve as a liaison between IT vendors, technology users, and the Ethics Administration management team to ensure efficient communication and support.
Software Usage Designs, codes, compiles, tests, debugs, modifies and documents new and existing complex mission-critical applications and data solutions. Develops programs within accepted standards, procedures, and guidelines. Knowledge of Business rules, T-SQL, VB.NET or C#, SQL Tools, and Visual Studio essential. Web Development knowledge useful.
