The Division of Administration/Disaster Recover Unit (DRU) has a vacancy. This job is Unclassified.

Purpose

The Office of Community Development (OCD-DRU) is the administrating agency of Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-DR) grants allocated to the state. The projects and programs funded by these grants address the long-term recovery and resilience of communities affected by Presidentially Declared Disasters. OCD’s administration includes program design, implementation and close-out of programs representing a total portfolio of over $16 billion.

This is a professional position designed to implement disaster recovery programs under the Office of Community Development (OCD-OCD). The position will oversee or assist in the administration of disaster recovery programs in observance of federal and state statutory requirement and regulations and policies. This position requires a particular knowledge of aspects of disaster recovery, disaster CDBG programs, FEMA programs and other federal and state recovery initiatives and key disaster recovery entities and organizations.

Minimum Qualifications

A baccalaureate degree plus two years of professional level experience in public administration, business administration, compliance or internal audit.

A Master’s degree from an accredited college or university may substitute for one (1) year of the required experience or two (2) years for specialized degree in related field.

Preferred Qualifications

Knowledge of Community Development Block Grant

Knowledge of Federal Emergency Management Agency Public Assistance Program

Professional experience with communications/public relations

Microsoft office advanced, particularly in SharePoint and/or Excel

CIA, CGAP, CPA, CCEP, or CFE certification.

Master of Business Administration or Master of Public Administration.

Knowledge of:

  • Disaster Response/Recovery or Mitigation;

  • The United States Code of Federal Regulations—specifically Titles 2, 24, and 49.

  • The Community Development Block Grant (CDBG) Program and its regulations or other federal programs experience;

  • Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), or Generally Accepted Government Auditing Standards (GAGAS)

  • IIA's International Standards for Professional Practice of Internal Auditing and Code of Ethics

Examples of Work

Provides technical assistance to grantees, to assure that all projects and expenditures comply with federal rules and regulations and program agreements.

Provide specialized guidance on recovery program areas, as it relates to policy and implementation.

Assists the division in interpretation and understanding of specialized program directives, best practices, applicable regulations, and legislation.

Coordinates with key partners and agencies for special disaster recovery needs and in the area of specific technical expertise.

Provides highly responsible and complex technical support in specialized recovery effort to division Director or designee and OCD management.

Evaluates the administration of Disaster Recovery and Mitigation program operations to ensure accountability for state and federal regulations; i.e., fiscal controls to ensure accountability for expenditures of federal, local, and private funds.

Accurately assesses risk, identifies control gaps, and devises opportunities for improvement in order to obtain maximum benefit in the utilization of federal, state, and local resources.

Partners with Infrastructure, Economic Development, Housing, and other OCD groups to provide meaningful Technical Assistance in the effort to create constructive, impactful Compliance and Monitoring recommendations and solutions for grantees and subrecipients.

Ensures timely completion of Compliance and Monitoring projects, and independently tracks and reports status to Compliance Management, following up on any overdue milestones accordingly.

Demonstrates a strong grasp of the United States Code of Federal Regulations—specifically Titles 2, 24, and 49.

Serves as a Specialist in multiple programmatic areas such as Fair Housing and Equal Opportunity regulations, Labor Standards Regulations, Citizen Participation requirements, Procurement, Acquisition, and Section 504.

Coaches and develops the Compliance and Monitoring Staff to upgrade their knowledge of programmatic and financial standards, benchmarks, and regulations. Provides guidance and counsel to monitoring staff in the field on internal control and regulatory compliance, and provides feedback on monitor performance as applicable.

Provides input for training and Technical Assistance to local officials, engineers, consultants, and other OCD staff in program areas.

Reviews monitoring tools and reports to grantees regarding identified findings of deficiency, areas of concern, and associated corrective action to be taken.

Demonstrates the ability to be a self-starter, work autonomously with little supervision, and drives projects to completion.

Conducts, when requested, the annual risk analysis and establish monitoring priorities for programs/projects that are administered by OCD and for vendor-contracted tasks between OCD and its vendors.
