Naval Facilities Engineering Command FACILITIES OPERATIONS SPECIALIST in Bangor, Washington

Summary You will serve as a FACILITIES OPERATIONS SPECIALIST in the Public Works Directorate, Facilities Management and Sustainment Division of Naval Facilities Engineering Systems Command Northwest, in Bangor, WA. Responsibilities You will effectively manage program implementation by Public Works Departments without having any direct line authority. You will implement changes to long standing practices and demonstrate technical proficiency, excellent communication skills and team building techniques to influence change. You will provide training and guidance to field personnel in the inventory phase to include correctly managing all facilities components, or assets, in NAVFAC’s Public Works Management System, Maximo Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying technical principles, directives, and methods of facility management to maintain and improve facilities condition assessment, work prioritization, maintenance planning and maintenance and repair execution through prompt resolution of program deficiencies; 2) Assisting Public Works Department (PWD) with investment prioritization through Maintenance Execution Plans (MEPs), Maintenance Action Plans (MAPs) and Long Range Maintenance Plans (LRMPs); 3) Tracking multi-year metrics to monitor and control the Infrastructure Condition Assessment Program (ICAP). 4) Coordinating data calls, troubleshooting problems, providing training and advocating to higher echelons on behalf of the Public Works Departments PWDs in support of ongoing programs (e.g.(FSM) Facilities Sustainment Model, Base Operating Support Contract (BOSC) facilities data integration, etc); and 5) Establishing technical and policy goals and setting multi-year objectives to maintain and/or improve the Condition Based Maintenance (CBM) Program at the Public Works Departments (PWDs). Work Environment Work is usually performed in an office setting and includes visits to various job sites, workspaces and client facilities where moderate risks or discomfort may be experienced. Occasionally the employee will work near operating machinery, moving vehicles or electrical equipment. Employee is required to use protective clothing or gear, i.e., hardhats, steel toed boots, safety goggles, gloves or shields, take appropriate safety precautions and follow safety rules.
