The Maryland Port Administration (MPA) is a 216-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as an economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. General Role Description:

MPA is seeking a motivated, positive, and driven Heavy Equipment Maintenance Technician III to join our Fleet Services Division. The primary responsibility of this position is to perform the advanced level of repair and maintenance work on motor vehicles and/or construction/maintenance equipment. Employees are responsible for performing routine repair work, standards preventive maintenance services and completing major repairs on heavy trucks, equipment, and automobiles. Employees are responsible for performing major mechanical repairs, diagnosing various system malfunctions and extensive overhauls of all types of major automotive and equipment components, assemblies and subassemblies.

Some essential duties of this position include but are not limited to the following:

  • Performing diagnosis and repair of fleet vehicles and equipment for specific operation complaints and concerns found on routine preventative maintenance inspections, including the replacement and rebuilding of major components.

  • Performing preventative and corrective maintenance on stationary engines used in power generation and fire protection system applications.

  • Processing paperwork associated with work orders, preventative maintenance service sheets, vendor invoices, and warranty documentation.

  • Contacting various vendors for the acquisition of necessary repair parts and supplies, including the pickup of supplies as necessary.

  • Maintaining skill levels and knowledge of current vehicles and equipment technology through training, seminars, and various industry publications.

Employees in this class are considered essential employees and are subject to call 24 hours a day, as may be required in order to maintain continuous operation of a facility. Employees may be required to work rotating shift work, to include evenings, nights, weekends, and holidays. In the event of hazardous weather or highway conditions, employees will be called to duty during off-hours in order to maintain and repair equipment. This is maintenance work requiring physical exertion that is performed either outdoors under all weather conditions or inside a building. Employees are required to work outdoors in all types of weather and may be exposed to extreme heat, fumes, exhaust and hazardous materials. On some assignments, employees may be required to move objects weighing over 50 pounds.

Additionally, employees in this MPA position receive the following:

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Four years of experience servicing, maintaining and repairing motor vehicles, gasoline and/or diesel engines, or heavy-duty construction equipment. Two years of the required experience must include servicing and repairing heavy duty construction equipment and diesel engines.

Notes:

  1. Applicants may substitute additional documented and relevant experience repairing, servicing and maintaining automobiles, trucks, buses or comparable equipment on a year-for-year basis for the required education.

  2. Completion of an accredited training program for Heavy Equipment or Diesel Repair may be substituted for one and one-half years of the general experience. The accrediting body for the training program must be listed on the U.S. Department of Education's Database of Accredited Postsecondary Institutions and Programs.

  3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted on a year-for-year basis for the required education and experience.

  4. Certification as a Technician by the National Institute for Automotive Service Excellence (ASE) can be substituted for two years of the required education. (The two years of experience used to qualify for ASE testing is considered an integral part of this substitution and cannot also be considered separately to meet Education or Experience Minimum Qualifications.)

  5. Certification as a Master Technician in one or more subject areas by the National Institute for Automotive Service Excellence (ASE) can be substituted for the required education.

  1. Employees are assigned duties that require the operation of motor vehicles. Employees must possess and maintain a Class C motor vehicle operator's license valid in the State of Maryland. All applicants must list their driver's license number and expiration date on the application.

  2. Employees are required to possess and maintain a Class A or B Commercial Driver's License (CDL) valid in the State of Maryland during the probationary period, depending on the type of equipment operated.

  3. Employees in this class may be required to obtain Special Commercial Driver's License Endorsements for Hazardous Materials and Tank Vehicles depending on the type of equipment operated.

  4. Employees must have satisfied the second level of the employing administration's certification program prior to application. Employees wishing to be transferred or promoted to another administration must pass the administration's specific certification for Heavy Equipment Maintenance Technician III.

  1. Employees must be available for duty at such hours, day or night, as may be required in order to maintain continuous operation of a facility.

  2. Employees are subject to being on call 24 hours a day and will be required to maintain a reliable communication link for the purpose of emergency call back requirements.

  3. Employees who work with or may be exposed to hazardous materials such as asbestos, lead-based paint or chromium may be required to undergo periodic medical testing and have the ability to wear a respirator.
