The State Highway Administration’s (SHA) Office of Finance is currently recruiting for two (2) Accountant Supervisor II in Baltimore City. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.
Nature of Work: The two vacancies for the Accountant Supervisor II are located in the Accounts Receivable and Inventory Management Section.
Accounts Receivable Section
This position assists in managing the Accounts Receivable Section (AR) of the Office of Finance. The AR Section is responsible for all SHA Accounts Receivable billing and collection of approximately $64 million annually. This includes third party billings related to complex projects, accidents, rental, logo, force account, outdoor advertisement, and the implemented Miss Utility and unauthorized signs removal programs billing. It also assists in managing the aging and collection of receivables, numerous fiscal reconciliations, and the Central Collection Unit process.
Inventory Management Section
The main purpose of this position is to assist in the supervision of the Inventory Management Section (IMS) in the Office of Finance. The IMS is responsible for maintaining and monitoring the $44 million of materials and supplies and the $642 million in Buildings, $433 million in Equipment, and $1.3 billion in Construction in Progress (Fund 29). This section functions as the financial liaison, trainer, and help desk for all inventory issues throughout SHA. Furthermore, this position along with the Chief of the Inventory Section directly administers the materials and supplies software for every SHA shop throughout Maryland.

Qualifications
MINIMUM QUALIFICATIONS:
Education: A bachelor's degree in accounting from an accredited college or university, including or supplemented by three (3) credit hours in auditing.
Experience: Five (5) years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.
Preferred Qualifications:
The ideal candidate should have experience in one or more of the following:
Knowledge of excel, third party billing, understanding Accounts Receivable Aging
Knowledge of excel, consumable inventory, and fixed asset inventory
Notes:
- Candidates may substitute a bachelor's degree from an accredited college or university with thirty credit hours in accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above.
Possession of a certificate as a Certified Public Accountant or master’s degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.
Applicants may substitute one year of professional auditing experience for one year of the required general experience.
- Candidates may substitute U.S. Armed Forces military service experience in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required experience.
