JOB OBJECTIVE: Under the direction of the Historic Sites Chief Architect, this position performs highly complex (senior level) safety and health program work and is responsible for performing technical duties in maintaining an effective occupational safety health and risk management program and as a liaison between maintenance staff and repair/construction managers for the Historic Sites (HS) of the Texas Historical Commission (THC). Duties include but are not limited to administering the HSD Additional Duty Safety Officer (ADSO) Program, administering the Cyclical Maintenance Program, performing facility inspections, coordinating with the State Fire Marshals Office and State Office of Risk Management to remedy inspection findings, coordinating/providing required training to staff as a part of the Maintenance and Safety Programs. Update and maintain applicable Standard Operating Procedures for the State Historic Sites. Investigate or direct the investigation of accidents and complete or direct the completion of reports. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES: Safety Oversee the Historic Sites Safety Program. Provide direction, guidance, and technical assistance to the Chief Architect, Site Managers, ADSOs, and employees on federal, state, and local regulations regarding risk management, safety, and health issues. Coordinate and/or conduct safety meetings for the Historic Sites; participate and/or conceive of an annual retreat or program to elevate the knowledge and role of Maintenance Supervisors and Specialists within State Historic Sites. Perform and/or direct inspections of properties and facilities throughout the Historic Sites to identify hazards and risk exposure; work with employees and volunteers to provide solutions to mitigate hazards and risks. Coordinate Continuity of Operations Plan (COOP) and Emergency Action Plans (EAP) for Historic Sites. Establish goals and objectives, develop policies and procedures, and implement safety, risk management, and health programs. Coordinate with Human Resources on incident reports and training records. Manage and/or conduct training classes for employees and volunteers as required to raise awareness of and mitigation of risks and hazards and to raise awareness of relevant federal, state, and local regulations regarding risk management, safety, and health issues. Inspect the cleanliness of all flammable storage lockers, fuel storage areas, HAZMAT storage locations, wastewater treatment plants, and other site infrastructure. Perform Hazardous Materials Coordinator duties; develop and implement safety, risk management, and health programs. Coordinate inspections and follow-up action plans by the State Office of Risk Management, the State Fire Marshals Office, and other Authorities Having Jurisdictions (AHJs). Architectural/Facilities Maintenance Coordinate with site maintenance supervisors to implement cyclical maintenance plans. Serve as liaison to the Historic Sites architecture team to address any maintenance issues that require higher-value or higher-complexity solutions. Conduct annual inspections of all state-owned residences leased by site staff and assist staff in correcting deficiencies. Participate in annual site visits to each site by Austin architectural staff to discuss maintenance concerns and processes. Collaborate with architectural staff during the design of in-house construction and renovation projects to mitigate code and safety issues. Advise on developing and reviewing historic sites special events safety plans. Assist architectural taff in updating the cyclical maintenance plans to accommodate new structures or systems. Assist site staff in resolving warranty issues during the first year of occupancy following completion of a construction or renovation project. Maintain the Site Staff Construction Skills Inventory document. Assist in setting short and long-term maintenance goals and objectives for Historic Sites. Adhere to an established work schedule with regular attendance. Follow all THC safety guidelines/procedures and ethics requirements. NON-ESSENTIAL DUTIES: Perform other duties as assigned. Qualifications: (The application must specifically state how each of the following qualifications are met): Graduation from an accredited four-year college or university; Minimum three years of work experience in construction management and/or occupational safety and health program work; Valid drivers license, acceptable driving record, and ability to drive a state vehicle; and Required to travel up to 30% of the work period. PREFER: Graduation from an accredited four-year college or university with major coursework in occupational safety, health management, industrial hygiene, construction management, business, or a related field; Five years of experience administering complex safety and health programs, risk management, or construction management; COOP Level 1 Practitioner; CPR/AED Certified Trainer; OSHA 30-hour certification; and/or OSHA Emergency 8-hour course. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of safety and health programs, concepts, and techniques; Knowledge of safety and risk management policies and objectives; Knowledge of local, state, and federal safety and health regulations; Knowledge of principles and practices of public administration and management related to Texas state safety and health; Knowledge of a full spectrum of safety and risk management principles and practices from an industrial and/or marine environment; Knowledge of construction management practices and techniques: Knowledge of research and training techniques; Effective verbal and written communication, human relations, and organizational skills; Skill in developing and implementing safety and health programs and policy; Skill in analyzing risks and accidents and successfully implementing preventative solutions, measures, and policies; Skill in reviewing files, reports, and programs for compliance with applicable state and federal laws related to safety and loss control programs; Skill in interpreting and applying law and regulation, resolving compliance issues effectively; Skill in providing customer service excellence to both internal and external customers; Skill in operating a personal computer with word processing, database, and spreadsheet software; Ability to develop, communicate, and implement a well-defined safety program; Ability to identify risk hazards and implement corrective actions; Ability to effectively plan, schedule, and organize training and safety meetings; Ability to work in a setting requiring self-motivation/cooperative decision-making and to work effectively with diverse groups of people; Ability to work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail; Ability to multi-task in a fast-paced environment; Ability to adapt successfully and quickly to change and deliver quality results in a timely man
