Position Overview:The Digital Strategy team develops the strategy for and manages the implementation of digital solutions that enable TEA program delivery and student outcomes. The Texas Gateway Product Manager is responsible for the product lifecycle of the agencys field-facing content management system (CMS), known as the Texas Gateway. The goal of the Texas Gateway is to serve as a single point of entry for educators and parents to access and navigate TEA resources, such as curriculum standards and instructional materials. The Gateway Product Manager will lead agency and vendor cross-functional teams to deliver and iterate on a high-quality, user-centered digital solution using modern software development practices, while building capacity for product innovation across TEA program teams. This role performs highly advanced consultative and technical assistance work related to the technology platform and is charged with creating and implementing the vision of the digital solution based on comprehensive product discovery work, stakeholder engagement, and user research on an ongoing basis. This role also sets and operationalizes the vision and strategy of the CMS platform to meet the goals of program teams and key agency initiatives. This role sits within the Division of Digital Strategy Analytics (DSA) in the Office of Analytics, Assessment, and Reporting (OAAR) and reports to the Director of Digital Strategy. You may perform other functions as assigned. 1. Product Strategy: Owns the product vision in support of agency programs and goals, including discovery with stakeholders, user and market research, build vs buy decisions, communications strategy development, cross-functional team leadership, and collecting and analyzing data to inform product decisions; works with Digital Strategy team to build alignment around product strategy with agency leadership.2. Product Development: Leads end-to-end product development and continuous improvement; partners closely with engineering team to deeply understand technology and make informed decisions; manages Texas Gateway contract; identifies and proactively addresses product risks; motivates team by recognizing successes and learning from failures.3. Program D livery Support: Helps program team partners adopt a modern product development mindset and make sure they have the right resources and supports to best leverage the Texas Gateway as part of their program delivery strategy; Develops frameworks for and assists program team partners in determining when and how to leverage the Texas Gateway and brings stakeholders together around the delivery strategy.4. Collaboration and Stakeholder Engagement: Develops and delivers high-quality communications on program/project status, methodology or design, and processes to program teams, key stakeholders, and interested groups and team members; Develops and fosters collaborative working relationships with other agency groups including IT, Contracts and Procurement, and Finance, as well as Education Service Center partners, in support of the success of the Texas Gateway and the program teams who leverage it; bridges gaps between technical and non-technical audiences.5. Knowledge Sharing and Leadership: Shares best practices and tools with peers and colleagues across DSA, OAAR, and other agency groups; Collaborates and shares insights and opinions with other product managers and contribute to a growing culture of product management at the agency. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least seven (7) years of experience in strategy, program management, technology, or a related field. Substitutions: Each advanced degree may substitute for two years of required experience. Other Qualifications Belief that all Texas students can achieve at high levels and are able to succeed in college, career or the military Previous experience or strong interest in K-12 public education strongly preferred Skill in management of projects toward outcomes, recognizing the need to prototype and iterate along the way and expecting the ultimate design to look different than the original idea Ability to prioritize work, operate effectively with minimal supervision, take appropriate initiative, and exercise independent judgment Experience in developing and releasing digital products with proficiency in agile product management techniques, such as user story writing, MVP definition and backlog prioritization Experience in engaging with users and using qualitative and quantitative data to identify how their needs can be met by products and services Experience with content management systems and other education technologies preferred Prior experience using data analysis software and communication tools including Microsoft Excel, Microsoft PowerPoint, Smartsheet, SharePoint and other tools to effectively synthesize, analyze and communicate vast amounts of data and documents effectively Strong communicator, able to bridge gaps between technical and non-technical audiences Certified Texas Contract Manager (CTCM) certification preferred; may be required within first six (6) months of employment As an equal opportunity employer, we hire without consideration to race, religion, color, national origin, sex, disability, age or veteran status, unless an applicant is entitled to the military employment preference.
