GENERAL DESCRIPTIONThe State Office of Risk Management (SORM) is looking for an experienced Accountant who will prepare financial statements, records, documents, and reports. You will join a collaborative team of accounting professionals where staff work together to support the operations of the Financial Management department. As one of our key missions, SORM acts as the workers compensation provider for client state entities. Your work will include reconciling claims fund activity, identifying discrepancies, analyzing fund balances and expenditures, and assisting with important legislative reports. Our department is full of self-motivated and curious accounting government professionals, and we are hoping to add a like-minded individual to our team. This person will work closely with the Chief Financial Officer to provide our clients with the best level of service. SORM is a unique state agency. ESSENTIAL POSITION FUNCTIONS Accountant II Assists with daily production and mail processing Prepare expenditure/cash flow reports Responds to phone and email requests Prepares accounting entries and documents for transactions related to disbursements in all accounts necessary Processes refunds and/or other accounts payable entries in the CAPPS accounting system. Researches and reconciles revenue transactions Completes detailed assignments in recording, classifying, examining, and verifying financial records, documents, or reports Inputs accounting entries into CAPPS Recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures, as needed Verifies data entered into the cash receipt system and assigns program codes. Processes reversals and code corrections Keeps management appropriately informed of ongoing activity and critical matters affecting the operations and well-being of the agency Actively participates in independent job-related research and demonstrates initiative when seeking solutions to issues Provides customer service, as needed Performs related work as assigned Maintains relevant knowledge necessary to perform essential job functions Attends work regularly in compliance with agreed-upon work schedule Ensures security and confidentiality of sensitive and/or protected information Complies with all agency policies and procedures, including those pertaining to ethics and integrity Accountant III All of the above functions for Accountant II, PLUS Analyzes, creates, and supports the submissions of state legislative-required reports Accountant IV All of the above function for Accountant III PLUS Analyzes, creates, and submits state legislative-required reports Qualifications: MINIMUM QUALIFICATIONS Accountant II Two years of full-time experience in accounting, finance, procurement, or closely related field Two or more years of Microsoft experience nowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems Knowledge of theories, principles, and practices of accounting Knowledge of or experience with accounting software such as CAPPS, USAS, and MS Excel Knowledge of budget preparation and administration Knowledge of pertinent Federal, State, and local laws, codes, and regulations Knowledge of and experience with State of Texas payment processing Skill in utilizing a PC, associated software, calculator, or ten-key machine Skill in handling multiple tasks, prioritizing, and meeting deadlines Skill in effective oral and written communication [Writing sample required at time of application and administered at the time of interview] Skill in exercising sound judgment and effective decision making Ability to receive and respond positively to constructive feedback Ability to work cooperatively with others in a professional office environment Ability to provide excellent customer service Ability to interpret and analyze complex financial documents and reports Ability to work accurately with numerical details in a high-volume setting Ability to prepare a variety of financial statements, reports, and analyzes Ability to establish and maintain effective working relationships with co-workers, management, and external clients Ability to work efficiently and independently in dependable, organized and productive manner in order to arrange workload plans to meet schedules and deadlines Ability to arrange for personal transportation for business-related travel Ability to work more than 40 hours as needed and in compliance with the FLSA Ability to lift and relocate 30 lbs. Ability to travel (including overnight travel) up to 5% Accountant III All of the above qualifications for Accountant II, PLUS Additional year of experience in accounting, finance, procurement, or closely related field Additional year of Microsoft Excel experience with basic knowledge of creating pivot tables, visualizing data, and data analysis Experience in analyzing, creating, and supporting the submission of state legislative-required reports Accountant IV All of the above qualifications for Accountant III, PLUS Additional year of full-time experience in accounting, finance, procurement, or a closely related field Additional year of Microsoft Excel experience, including pivot tables, advanced data analysis, or visualizing data Experience in analyzing, creating, and submitting state legislative-required reports Knowledge of fiscal programs, governmental accounting, budget control methods, policies, procedures, and laws and regulations pertaining to financial operations PREFERRED QUALIFICATIONS Graduation from an accredited four-year college or university with major course work in accounting, finance, business, or related field Experience with automated accounting systems and applications such as Uniform Statewide Accounting System (USAS), Taxpayer Identification Numbers (TIN)Centralized Accounting Payroll/Personnel System (CAPPS) Knowledge in State of Texas accounting rules and regulations TO APPLYAll applications for employment with the State Office of Risk Management must be submitted electronically through www.WorkInTexas.com.
