Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. This position is located at the William J. Hughes Technical Center. The Technical Center is the nation's premier federal aviation laboratory. Responsibilities The Technical Center is an aviation laboratory advancing the United States National Airspace System (NAS) and sustaining its continued safe and efficient operations. The laboratories are used to support development and test of prototype systems and solutions for integration into the NAS. Once operational, these systems become a permanent part of the NAS laboratories and are used for future development, system upgrades, and testing necessary to support operational field sites. The incumbent will lead the Laboratory Services Division in providing a set of world-class laboratories that are efficient, flexible, and deliver a high-fidelity platform for research, engineering development, test, evaluation, and maintenance of air navigation, air traffic management, and future transportation system capabilities. The incumbent will manage the work of a large, multi-level, and multi-faceted organization typically through subordinate managers. The organization is comprised of a diverse, highly technical workforce of engineers, computer scientists, mathematicians, IT specialists, architects, program managers, and program analysts who work together to meet the mission of the organization. The incumbent utilizes in-depth technical knowledge of the NAS, provides laboratory operations, maintenance, and engineering support for all current and future NAS critical systems and services located at the Technical Center for the purpose of ensuring FAA mission objectives are successfully met. Provides advice and insight about the probable effects of alternative courses of action within the division and the effect of acquisition management, and deployment of major systems or programs. Maintains a comprehensive understanding of the objectives of FAA, NextGen, and Technical Center organizations. The incumbent directs the work of subordinate employees and/or managers to ensure that the division's laboratories and infrastructure are able and available for customers and sponsors to meet their missions. Provides the laboratory environments required to evaluate, mature, and validate a broad framework of concepts, technologies, operational functions, and systems prior to and through all phases of implementation into the NAS and subsequent second-level engineering activities. The incumbent ensures the division's products and services meet or exceeds customer/sponsor needs and aligns with the policies of the assigned directorate. Leads the division in the strategic and tactical planning of the future laboratory requirements and continual process improvements. Evaluates the performance and effectiveness of the services and products provided by the division using quality management systems and objective measures of customer satisfaction. These activities help ensure that the division maintains its International Organization for Standardization (ISO) 9001 certification. The incumbent applies a detailed knowledge of the technical aspects of the work that is directed, a detailed knowledge of budget, human resource management, and other administrative policies and procedures, and a comprehensive understanding of the objectives of the major subdivision, and LOB/SO and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. The incumbent defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Manages a budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under their control, and projects both short-term and long-term future needs. Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS 15. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes: Experience leading large groups of highly technical and diverse employees such as engineers, computer scientists, mathematicians, IT specialists, architects, program managers/analysts utilizing technical knowledge of the NAS that provides laboratory operations, maintenance, and support for all current and future NAS critical systems and services.
