Summary This position is located in Interior Region 2, in the Wildland Fire and Aviation Division. Open to the first 100 applicants or until 07/04/2024 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration. Responsibilities This position is located at the Southern Area Coordination Center (SACC) in Atlanta, GA. SACC is a detached unit from the Aviation and Fire Management Staffs of the Forest Service Regional Office, Bureau of Land Management State Office, Bureau of Indian Affairs Area Office, National Park Service Regional Office and the U.S. Fish and Wildlife Service Regional Office. The incumbent serves as the Geographic Area Fire Weather Meteorologist for the five Federal Government land management agencies in cooperation with state, county, and local agencies in the Geographic Area. The incumbent represents land management agencies in fire weather and climatology related activities supporting wildland fire and prescribed fire management activities and other disaster emergency response. The incumbent provides interagency program management, conducts evaluations, develops new fire weather products, and provides advocacy and liaison for wildland fire agencies in the fire weather arena. The incumbent communicates and coordinates with federal and state interagency fire management staffs at their regional/state/area offices, numerous interagency field units, other Geographic Area Coordination Centers, National Interagency Coordination Center at Boise, ID, National Weather Service (NWS), private weather vendors/contractors, and other cooperators. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. Qualifications All qualifications must be met by the closing date of this announcement-07/04/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this series, you must possess at least one of the following Individual Occupational Requirements for the Meteorologist 1340 series by close of the announcement: EDUCATION: Basic Requirements: Degree: meteorology, atmospheric science, or other natural science major that included: At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: Six semester hours of atmospheric dynamics and thermodynamics; * Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); Three semester hours of physical meteorology; and Two semester hours of remote sensing of the atmosphere and/or instrumentation. Six semester hours of physics, with at least one course that includes laboratory sessions. * Three semester hours of ordinary differential equations. * At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. * There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major. You must include transcripts. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: I possess a combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. You must include transcripts. -AND- In addition to the above requirements, in order to qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: issued fire weather forecasts and warnings for wildfires, prescribe burns, herbicide spraying, hazardous spills, pesticide spraying, wildland and wilderness management. Assisted Agency as well as National Weather Service personnel in development of and provided training for fire management agency courses that included instruction of basic meteorology, weather observations, smoke management, forecasts, warnings, and other services. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Physical Demands: Work is primarily performed in an office setting. Prolonged demands of the job include long hours of sitting, intense concentration, and working at peak proficiency level with irregular breaks. The employee may be required to work extended shifts for extensive periods depending upon the level of activity. Travel associated with field visits and other administrative duties is required. Working Conditions: Work is usually performed in an office setting. However, field travel is not uncommon. Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s. Land Management Eligible Employees (LMEs) are subject to time-in-grade (TIG) regulations in 5 CFR 300, subpart F. The Land Management Workforce Flexibility Act cannot be used to circumvent TIG, in accordance with 5 CFR 300.603. In accordance with 5 U.S.C. 9602, eligibility under these regulations applies to certain individuals serving, or who served, under a time-limited appointment and have not received a permanent position in the Federal government. Temporary appointment time is not credited toward the probationary or trial period. However, the governing statute at 5 U.S.C. 9602(c)(2) states that individuals appointed under this authority acquire competitive status upon appointment. Therefore, competitive status is acquired by a LME selected via the provisions of the Land Management Workforce Flexibility Act, the selectee is placed on a career appointment, and no further probationary or trial period is imposed upon the selectee.
