About our opportunity:

The City of Asheville invites qualified applicants for the position of Construction Inspector III in the Stormwater Division of the Public Works Department.

The Construction Inspector III will manage compliance of the post-construction stormwater control measures, and inspect in-house, contracted projects, or private property to ensure compliance with approved design plans, applicable local, state, and federal ordinances, and stormwater control measure operation and maintenance agreement specifications. This position will inspect large, complex projects, provide lead guidance, direction, and training to less experienced Construction Inspectors and/or crew supervisors, engineers, and property owners. The ideal candidate for this role will have five years of experience in construction and contract compliance inspection.

Pay Rate : $53,241.05 - 10% above Minimum ($58,565.15). Final salary number will be based on qualifications and experience.

Schedule : This is a full time, non-exempt position, scheduled for 37.5 hours per week. Hours are generally Monday-Thursday, 7:30am-5:30pm (May include Fridays, nights, weekends, and holidays)

Essential Duties and Responsibilites

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Leads and coordinates daily work activities of assigned co-workers: confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks in order to complete assigned work; monitors status of and regularly inspects completed stormwater control measures; confers with co-workers; assists with complex/problem situations and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; and assists with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.

Conducts inspections and project operations and maintenance oversight for a broad range of construction and maintenance projects, which may include land development, roads, drainage, equipment installation, and other structures and installations.

Coordinates and oversees contractors and City staff engaged in post construction operations and maintenance oversight on behalf of the City: schedules, coordinates, and conducts inspections and meetings with City departments, other state and federal agencies, and relevant private property owners; anticipates, prioritizes, and times inspections to minimize interference with operations; provides guidance in unique construction situations; and negotiates and resolves discrepancies.

Coordinates pre-construction activities and meetings: performs initial site assessments; evaluates constructability; ensures rights-of-way, easements, and permits are secured; researches utility locations, staging, and other conditions; and anticipates constraints and technical challenges likely to impact projects.

Inspects post-construction stormwater control measures regularly for compliance with recorded operations and maintenance agreements, contract specifications, safety, and quality of materials and workmanship: visits project sites; assesses site conditions; takes photographs; takes samples as needed for testing; verifies that material quantities match contracts and invoicing; makes field adjustments, as necessary; and prepares, updates, and submits inspection reports to appropriate staff.

Investigates and responds to citizen complaints: explains projects, policies, and procedures; identifies and assesses problems; determines appropriate remedies; and issues notice of violations and civil penalty assessments as needed.

Coordinates post-construction activities and meetings: attends post-construction walk thru at site; conducts warranty inspections to ensure ongoing compliance with specifications in operations and maintenance agreements; and reports failures, issues, and problems to contractor for remediation.

Performs related administrative duties: maintains adequate documentation, standardized inspections, and tracking mechanisms of inventory, SCM annual reports, and enforcement actions; updates maintenance schedules as needed per stormwater guidance or regulations and monitors maintenance status in meeting agreement requirements; reviews project operations and maintenance reports submitted by contractors or city employees; and prepares and maintains inspection reports and related documentation for audit purposes.

Operates and maintains a variety of equipment and tools to complete essential functions, such as vehicle, nuclear and non-nuclear density gauges, GPS, smart level, thermometer, measuring devices, gas monitor, etc.

Communicates with supervisor, other City employees, contractors, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives, reviews, prepares, completes, processes, forwards or retains as appropriate various forms, reports, correspondence, pay applications, tax forms, easements, change orders, timesheets, testing reports, daily reports, progress reports, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Additional Functions:

Education and Experience

Minimum Qualifications:

Associate degree in Construction Management, Construction Technology, or a related field required. Education should be supplemented by five years of experience in construction inspection and contract compliance; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:

Must possess and maintain a valid North Carolina driver’s license.

Stormwater Control Measure Inspection and Maintenance Certification (or must be obtained within 12 months of hire).

Depending on area of assignment, may be required to possess and maintain additional certifications or licensures. Preference will be given to persons who possess and maintain the following certifications:

Municipal Separate Storm Sewer System (MS4) Certification, or other certifications and licensures.

American Public Works Association Advanced Construction Inspector

American Concrete Institute Field Concrete Testing

Notary Public
