Federal Highway Administration Project Scheduling Specialist (Open to both U.S. Citizens and Federal Employees) in Ashburn, Virginia

Summary The position is located in the Project Management Branch, Office of Project Delivery, Eastern Federal Lands Highway Division, Federal Highway Administration, Ashburn, VA. The incumbent is a Project Scheduling Specialist, and operates, prepares and analyzes reports for, enhances, and integrates the EFLHD's complex Project Management Information Systems using Windows-based scheduling, database, and programming applications (Oracle Primavera P6 and other Microsoft applications). Responsibilities As a Project Scheduling Specialist, you will: Maintain, update, and utilize the EFLHD PMIS (comprised of Oracle Primavera P6, Power BI, SharePoint and Microsoft Office applications) and project schedule information to assure that the division's projects stay on schedule and on budget. Review and analyze the output data of the scheduling system to determine and recommend revisions to individual project design processes to improve the efficiency of the allocation of resources. Work closely with the EFLHD project managers to instruct and assist them in the use of the scheduling software and to help them keep their projects on schedule. Attend project status meetings to assist project managers and others in explaining project schedules. Create resource (and cost) loaded schedules, resource histograms, resource bar charts, project bar charts, project update reports, and other reports as needed by project managers, management, and others. Develop, implement, and maintain a training program for PMIS users. Provide guidance to engineers and other users on how the project scheduling system can be used on highway design and construction projects. The ideal candidate is a career professional with experience using Oracle Primavera P6 and other project management and business scheduling software applications to ensure projects are delivered on schedule and within budget and has experience assisting staff in the use of a Project Management Information System (PMIS). In addition, the successful candidate will possess strong communication skills to provide both oral and written guidance to employees and management on PMIS functions, practices, and procedures. TELEWORK ELIGIBILITY: This position is approved for telework. The number of telework days approved is determined by the agency policy, the approval of your immediate supervisor, and if applicable, approval of additional officials. Qualifications To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience using scheduling software, including Oracle Primavera P6, to create resource (and cost) loaded schedules, histograms, resource bar charts, project update reports and similar reports. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher-level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience using scheduling software, including Oracle Primavera P6, to create resource (and cost) loaded schedules, histograms, resource bar charts, project update reports and similar reports; AND Experience applying project management procedures and processes and providing guidance to Project Managers and/or staff; AND Experience developing technical reports and preparing briefings to customers. You cannot qualify on education at the GS-12 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Computer Skills - Use computers, software applications, databases, and automated systems to accomplish work. Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately. Written Communication - Write in a clear, concise, organized, and convincing manner for the intended audience.
