Summary See below for important information regarding this job. Responsibilities Serves as a Chemical, Biological, Radiological, Nuclear (CBRN) response/threat mitigation operations specialist. Collaborates with Engineering Division to develop, implement, and administer installation of emergency management policies/concepts of operation and procedures. Provides an overarching accountability to the program operations manager, the Chief and Deputy Chief of Engineering Division, and senior leadership on the CBRN operational readiness/capability for a myriad of highly technical projects/programs. Serves as a liaison to an array of clients and their representatives, communicating technical information and policy based guidance related to disaster operations. Conduct technical instruction and/or briefings supporting the CBRN training program in collaboration with clients. Requirements Conditions of Employment Qualifications To qualify for an Emergency Management Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-12: Serving in a position with Chemical, Biological, Radiological, Nuclear (CBRN) response/threat mitigation responsibilities. Demonstrated experience supporting the development of emergency management policies/concepts of operation and procedures. Contributes, coordinates, and provides technical safety and training programs for personnel operations, maintenance, sustainment, policies, and procedures. GS-13: Serving as a Chemical, Biological, Radiological, Nuclear (CBRN) response/threat mitigation operations specialist. Demonstrated experience developing and implementing emergency management policies/concepts of operation and procedures. Designs, implements, coordinates, and provides training programs for personnel regarding operations, maintenance, sustainment, policies, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands ?The purpose of contacts is to gather or share information when applicable for situational awareness, planning, developing trends, and/or the future/emergency management environment within the DoD and Federal response entities. As a team member, provides support to assist in influencing, motivating, and persuading persons of influence to adapt to operational changes, emergency management initiatives, and/or leveraging resources. Contacts are made to assure viability and compatibility of major life-safety projects/programs and to make suggestions/recommendations for process/procedural changes in emergency management activities and supporting infrastructure, when appropriate. Contacts typically possess differing viewpoints and strategies as well as competing priorities for accomplishment of missions. This requires the incumbent to achieve a common understanding of the requirements and to develop mutually acceptable solutions of alternatives to ensure fulfillment of all requirements; often resulting in changes in project/program SOWs, CONOPS, and associated expenditures. Work Environment Office work is usually performed in an adequately lighted, heated, and ventilated setting; however, frequent field/facility work may involve performing moderate risks or discomforts which may require special safety precautions, e.g., working around mechanical, electrical, plumbing (MEP) equipment, moving parts, carts, or in areas with increased noise levels. As assigned, participates in installation/facility visits to industrial-like areas/settings that involve potential risk of exposure to various hazards/materials, high noise levels, radiation/sources, optical and infrared sources, and dust/fumes. Field/facility work may occur in areas similar to construction sites or on roof tops and/or elevated areas under all environmental conditions of extreme heat or cold; however, exposure to these elements is only for brief periods of time which requires the use of protective clothing or gear such as masks, coats, boots, goggles, shields, or hearing protection. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
