Anoka County Lead Program Planner - Social Services (Hybrid) in Anoka, Minnesota

Position Description Anoka County Community Social Services and Behavioral Health (CSS/BH) is currently hiring for two Lead Program Planners. These positions develop and monitor grants and contracts for purchased services and assists leadership in administering Anoka County's departmental programs. The Lead Program Planners possess expert knowledge of subject matter and handle the most complex issues and problems associated with programs including knowledge and experience in working with, leading and developing behavioral and mental health contracts, grants and services. Some of the grants and services CSS/BH currently works with include Family Homeless Prevention and Assistance Program (FHPAP), Homework Starts with Home, the Suburban Metro Area Continuum of Care (SMAC MN), and the Coordinated Entry program. Work Location * This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303. * This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. * Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all-inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Lead Program Planner. * Develop and conduct needs assessment for the potential development. * Develop RFPs according to county and departmental policies as requested. * Develop, negotiate, and manage contracts that align with Anoka County policy and rules and regulations. * Evaluate contracts for renewal or expansion and conduct contract audits. * Develop contract outcome reports for the department as directed by leadership. * Monitor grant making bodies for potential grant funding that will further the goals of the department. * Create grant proposals and submit as assigned. * Provide grant management, oversight and reporting to assure program integrity. * Complete collection of data and grant outcomes according to grant requirements and legal deadlines. * Develop and manage legal agreements such as Cooperative Agreements, Joint Power Agreements and Memorandum of Understanding to provide needed services. * Complete statistical data analysis f r the department to ensure key issues and key data are presented to leadership. * Write Human Services Committee write-ups and proclamations on behalf of the Department Director. * Develop, implement, and maintain data reports that support the overall mission and goals of the department. * Assist the Director and Senior Manager's in administering the county's social services and behavioral health programs. * Work with leadership to identify changes in laws and rules that will have potential effect on grants, contracts and programs and develop and implement changes. * Provide leadership, coaching, and/or mentoring to a subordinate group. * Collaborate with community partners to support and enhance service delivery. * Ability to lead and facilitate high level meetings with County Providers and community stakeholders. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed * Bachelor's degree in behavioral science, human services, or a closely related field. * Six years (2,080 annual hours) of professional job-related experience related to Housing programs and services and/or Mental Health programming and services. * In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. * Strong oral and written communication skills. * Valid driver's license and vehicle available for business use. Preferred Knowledge, Skills, and Abilities Needed * Master's degree or higher in behavioral science, human services, or a closely related field. * Experience in management of a human services program. Physical Demands and Work Conditions * Standard office environment, travel to various county work sites and meetings as needed. * Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness. * Hearing abilities required for general and phone communication, signals, and machine sounds. * Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. * Frequent wrist and finger manipulation to complete computer work. * Occasional lifting of 10-20 lbs. * Equipment used includes computers, phones, and standard office equipment. * Travel between work sites may require driving a county vehicle and/or a personal vehicle. * Reasonable accommodation may be made to enable qualified individuals with disabilities to perform essential job functions.
