Job Specific Recruitment
The Labor Relations Analyst (HR Analyst I) is responsible for interpreting Maryland Department of Transportation (MDOT) policy in relation to complex Employer/Employee relations and labor issues. This position represents MDOT MVA in grievance proceedings, disciplinary actions, and unemployment insurance hearings, including terminations in order to officially present, defend, and negotiate the Agency's position at the Maryland Department of Transportation, The Secretary's Office (MDOT TSO) and at the Office of Administrative Hearings (OAH). The position interfaces with the Equal Employment Opportunity Unit, Classification Unit, Recruitment and Selection, and Employee Services on matters that impact employer-employee relations.
The responsibilities include, but are not limited to:
Preparing and filing documents for employee grievances, disciplinary actions, and unemployment insurance hearings
Attending meetings to officially gain insight regarding employee's dispute claims based on evidence and testimony presented in grievance and/or the Memorandum of Understanding (MOU) dispute resolution compliant appeals process
Researching and analyzing historical data for negotiations, grievances, arbitrations, etc.
Understanding employer-employee relations pertaining to various recognized bargaining units, including labor contracts
The ideal candidate will possess the following:
Ability to communicate effectively both orally and in writing
Ability to handle multiple assignments
Ability to exercise initiative and sound judgment
Ability to present in front of an audience
Experience in handling employee relations and/or HR matters
The current vacancy exists at the Maryland Motor Vehicle Administration (MDOT MVA) in Glen Burnie, MD (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree from an accredited college or university.
Experience: One (1) year of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation. One (1) year of this experience must have involved professional experience in employer-employee relations or labor relations.*

Notes:
Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.
Paraprofessional HR experience or professional HR management work experience may be substituted on a year for year basis for up to four years of the required education.
For employer/employee relations positions, applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for the required experience.
Candidates may substitute equivalent U.S. Armed Forces military service experience on a year for year basis for the required education and experience.
Licenses & Certifications
Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
