The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking a qualified candidate to fill a temporary position as an Annual Review Administrative Officer (Administrative Officer III) within the Office of Minority Business Enterprise (OMBE). MDOT's Office of Minority Business Enterprise (OMBE) is Maryland's official certification agency for the Minority Business Enterprise (MBE) Program, Disadvantaged Business Enterprise (DBE) Program, Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program, and Small Business Enterprise (SBE) Program.

The primary purpose of this position is to review and analyze confidential, proprietary documents required from certified Minority Business Enterprise/Disadvantaged Business Enterprise/ Airport Concession Disadvantaged Business Enterprise/ Small Business Enterprise (MBE/DBE/ACDDE/SBE) firms to process their annual recertification/ review in accordance with the eligibility standards set forth by federal and state law. This position will review personal financial statements, affidavits, wage reports and business and personal tax returns, as well as review incoming applications requesting certification. Duties in this role include but are not limited to the following:

  • Conducting independent research, detailed analysis and review of MBE/DBE/ACDBE/SBE’s confidential financial information, including corporate and personal tax returns and personal net worth statements, legal documents, operating agreements and articles of incorporation to assure adherence and compliance with the appropriate state, local, federal guidelines and regulations to determine whether abuse or fraud may exist.

  • Review personal financial statements, affidavits, wage reports, and business and personal tax returns, as well as review incoming applications requesting certification.

  • Communicating with owners to request additional documents that are required in accordance with 49 CFR 26.

  • Assessing whether any material changes have occurred since the last annual review and advise the lead officer and/or manager of areas within annual review of documents that require further review.

  • Receive and respond to calls/emails and screen visitors to assist applicants with inquiries regarding the status of an application, certification process, and requirements for various programs.

  • Participating in outreach, when necessary, to educate MBE’s of the eligibility requirements and responsibilities of continued eligibility in the program.

Employees in this classification receive general supervision from a higher-level administrator or management official.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in administrative or professional work. *Two (2) years of experience must include conducting investigative research and analysis on business financials or business accounts.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience
