The primary purpose of this position is to maintain, inspect, install, repair, replace, and modify fuel storage and distribution systems, water utility systems, back flow prevention devices, and fire suppressions systems. Responsibilities -Independently installs, modifies, repairs and maintains a variety of new and existing utility, supply and disposal systems and equipment such as sewage, water, oil, gas distribution systems, and water closets, tubs, showers, backflow prevention devices, fire suppression and sprinkler systems. -Performs all phases of liquid fuel system and component maintenance including preventative maintenance, troubleshooting, repair and modification. -Inspects and tests fuel receiving, storage, and distribution facilities and performs preventative maintenance on fuel systems and components. -Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. - Plans and ensures the proper slant, slope, fall, or level of installations to provide for proper flow, drainage and sanitary operating conditions and to prevent backflow, vacuum, or airlock conditions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200 Plumbing and Pipefitting Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a WATER AND FUEL DISTRIBUTION SYSTEM MECHANIC without more than normal supervision. PHYSICAL EFFORT: Performs work which involves frequent bending, reaching, crouching, kneeling, crawling, stooping, standing, arm movement, and climbing. Sometimes must work in awkward, tiring, or uncomfortable positions, or cramped areas. Frequently lifts, carries, and sets up parts and equipment weighing up to 50 pounds and occasionally lifts items weighing over 50 pounds using jacks, hoists, or helpers. May be required to make repairs and installations from ladders, scaffolding, and platforms and to enter bulk storage tanks through tank manholes 24 inches in diameter. WORKING CONDITIONS: Work is performed inside and outside and may be subject to extreme heat and cold and hard, damp floors or surfaces. Work is usually dirty, dusty, and greasy. May be required to make installations and repairs outside during inclement weather. Frequently exposed to the possibility of cuts, scrapes, strains, bruises, burns, infections, and skin abrasions. Subject to skin irritation from fuels and oils; exposure to noxious fumes or toxic vapors; and danger of fire, explosion, electrical shock, and asphyxiation. Occasionally exposed to the possibility of broken bones. May be subject to claustrophobic conditions and the wearing of cumbersome breathing equipment when performing periodic cleaning of the interior of bulk storage tanks. Works around machinery or moving parts. May wear and use uncomfortable protective clothing and safety devices such as protective eyeglasses, ear devices, hard hats, hard-toe shoes, respirators, and gloves for long periods of time JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of water and fuel distribution and storage systems. 2. Knowledge of equipment assembly, installation operation and repair, to include routing, placement, slant, slope and fall of systems. 3. Skill in installing, modifying and repairing new and existing utility, supply , sewage disposal systems and fuel distribution systems and equipment without more than normal supervision. 4. Knowledge of the physical properties and hazards associated with the handling of various types of petroleum fuels and or raw sewage systems. 5. Skills in using and maintaining tools and equipment such as rules, levels, plumb bobs, dividers various gauges and meters, various drain cleaning devices, hydrostatic pumps and torches. 6. Ability to analyze deficiencies and diagnose malfunctions of system components such as automatic control valves, back flow devices and flow meters. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
