Activity Supported:

USAF wargaming consists of multiple nested events that build upon each other in the study of force posture and design to achieve CSAF objectives. Each wargame consists of multiple task, functional, and cross-functional specific workshops, joint and combined operational planning events, table-top exercises, vignette driven explorations, and strategic forums.

Job Description:

  • Designs, builds, tests, and deploys wargame specific software

  • Creates a client-based wargame -common operating picture- that integrates operational and logistical requirements using Geographic Information System(s) (GIS) platform such as ARCGIS and supported on an existing intranet.

  • Create intuitive front-end user interface with multiple-user capabilities

  • Develop capabilities to integrate and dynamically update existing databases based upon user inputs

  • Support the design of wargames to meet a variety of purposes and objectives.

  • Develop, maintain, mopdernize, manage and employee the Wargame Information Environment (WIE) and related components; prepare WIE hardware and software for incorporation into the WIE both at regular worksite and offsite event locations, as required. The WIE also comprises modeling and simulation (M&S), visualization, and other tools to enhance game planning, play, adjudication, data collection, and analysis.

  • Conduct the development, maintenance, support, enhancement, and modernization of the Government-owned GameNet system and deploy it to USAF-sponsored and supported wargame activities as required. GameNet includes M&S tools and business applications that support the wargame planning, execution, and data collection processes.

  • Build, maintain, and manage a configuration control board (i.e. task prioritization list) for the purpose of prioritizing and managing updates and upgrades to the WIE environment.

  • Maintain/enhance collaborative workspace used to share information across GameNet.

  • User identity and access management to ensure users see data across the system appropriate to their wargame role.

  • Create, enhance, maintain and support of Network Tools throughout wargame cycles to assist in the management and support of the WIE, M&S tools and GameNet to remotely execute commands, push files, delete files, and push images and software updates to the entire network.

  • Prepare database architectures and data appropriate for the wargame scenarios, to include gaining appropriate releasability permissions. Additionally, developing and modernizing database architecture as wargame needs develop.

  • Enable the creation of wargame results reports to inform USAF and AF Futures analysis and decision-making processes.

  • Maintain an onsite, centralized, wargaming database for storing all relevant wargaming information, to include appropriate M&S data, searchable by epoch year, scenario, etc., at security classification levels up to TOP SECRET.

  • Develop applications to integrate industry-standard modeling and simulation tools into GameNet, and developing custom tools to support game play, adjudication, and analysis, using the following technologies:

  • Object-oriented programming languages, such as C# or Java

  • Web servers

  • JavaScript, JavaScript-based libraries such as jQuery, and other front-end frameworks for web development

  • Full-stack Web application frameworks

  • Object-relation mapping frameworks such as Entity Framework or Hibernate

  • Database servers such as Microsoft SQL Server, Oracle, or MySQL

  • Integrated Development Environments such as Microsoft Visual Studio or Eclipse

  • Code versioning systems

  • Error logging modules and handlers

  • Microsoft SharePoint development tools

  • Instant messaging services

  • Multimedia production and editing tools

  • Microsoft IT management tools such as Active Directory, Group Policy, HyperV, backup and restore tools, DNS, and KMS

  • Analysis and geospatial tools such as ESRI Server

  • Other emerging technologies as they become available

  • Develop, integrate, and maintain M&S tools to enable accurate representation (i.e, a common operating picture (COP)) of modern all-domain operations in USAF wargames. Additionally, the Contractor shall provide software solutions to enable improved player interaction (User Experience) with the COP. COTS/GOTS tools or custom developed tools may be employed to achieve results. The Contractor shall:

  • Continually improve and integrate M&S capabilities to support wargaming

  • Evaluate new and emerging models, tools, and software to accurately represent modern all-domain operations, to keep pace with evolving technology, and report relevant tools to the Government

  • Provide inputs for new M&S requirements for wargaming and experimentation activities

  • Improve both the quality of and access to data sources used within wargames

  • Ensure data is accurately represented within the CoP and representative databases

    Required Skills/Education/Years of Experience:

  • Shall possess a minimum of 3 years of experience in software development. Experience should include:

  • User Interface/User Experience (UI/UX) design including map interfaces

  • Expertise in fundamental program languages (C#, JavaScript, etc.) and web app design (HTML, CSS, etc.)

  • Experience with ESRI and/or ArcGIS tools.

    Security Clearance Required: TOP SECRET ( TS/SCI eligible security clearance is desired with a SECRET level being mandatory.)

    Work Location: The primary duty location is Joint Base Andrews, MD. Occasional work presence will be required at AF Futures spaces at the Pentagon, Joint Base Anacostia-Bolling, or elsewhere in the NCR, as mission requirements dictate.

    Salary Range: $84,000 - 151,000
