Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND two years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Duties Description The Office of Mental Health (OMH) is seeking qualified candidates to a Mental Health Program Specialist 1 – G 18 position in the Division of Community Program Management & Managed Care, Adult Community Care Group, Bureau of Crisis, Emergency and Stabilization Initiatives. Under the direction of the Director, Bureau of Crisis, Emergency and Stabilization Initiatives. The incumbent is responsible for supporting the policy analysis, development and coordination of recommendations for the implementation of services and programs to better meet the needs of individuals needing inpatient psychiatric care. This will also include support for the development and implementation of policy, program guidance, and new initiatives directed at improving access and quality of care for inpatient psychiatry and partial hospitalization programs serving adults throughout New York. The incumbent will work in close collaboration with internal and external stakeholders to further these initiatives. Specific duties include, but are not limited to, the following:Program assistant for Inpatient and Partial Hospitalization: Assist with development of guidance, work with hospitals and other community stakeholders to articulate program requirements and population needs, review regulation and statute, and related proposals.Assists in the implementation, evaluation, and monitoring of inpatient and partial hospital mental health programsGathers and analyzes information related to program operations, service utilization and management, fiscal and human resources, and/or clinical and quality of care statistics; identifies and reports problem areas, compliance issues, or gaps in services.Communicates OMH initiatives, policy directives, and guidelines to other State agencies, local government units, and mental health providers.Work collaboratively with the Division of Integrated Community Services for Children and Families, Bureau of Inspection and Certification, Office of the Medical Director, Counsel’s Office, Field Offices, state partners and other key stakeholders to develop policy and programming regarding Inpatient and Partial Hospitalization programs. Work with Unit and Bureau Director to identify priorities and work tasks. Provide Technical Assistance to provider agencies (in-person, by video and phone). Attend all relevant internal and external stakeholder meetings for program development, implementation and oversight. Create webinars and implement trainings and webinars as assigned, work with all identified entities.Collaborate with Bureau Eating Disorders Staff and Division of Integrated Community Services for Children and Families of on oversight and program/policy development for Eating Disorders Partial Hospitalization Programs.Participate in the development of Crisis Bureau guidelines/policy or redesigns with a focus on enhancing inpatient and partial hospitalization service provision.Attend stakeholder workgroups or committees representing accurate and up to date inpatient and partial hospitalization policy.

In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
