Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:Human Resources Specialist Trainee 1:A bachelor's or higher degree.Human Resources Specialist Trainee 2:A bachelor’s degree and one year of professional human resources experience.Substitution: A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.Human Resources Specialist 1:A bachelor’s degree and two years of professional human resources experience.Substitution: A Juris Doctor, master’s or higher degree in a related field* can substitute for one year of specialized experience.*Hiring agencies have discretion in determining whether a degree is related to the duties of the position.If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description The incumbent of this position will be assigned as the first point of contact for employees and managers of an assigned program area for functions such as recruitment, classification, staffing, and succession planning and management. Duties include, but are not limited to: •Order and canvass appropriate eligible lists;•Prepare job vacancy postings;•Verify eligibility of applicants;•Assist with onboarding; •Serve as liaison to the Business Services Center for various functions; •Track probation and performance evaluations;•Prepare personnel transactions in accordance with Civil Service Law and any other applicable rules, policies and procedures. Enter transactions into systems of record; follow up on completion of transaction processing and trouble-shoot issues and/or errors. Update related records and produce reports. Maintain tickler of items and dates for follow up action;•Respond to questions regarding employment eligibility and opportunities, provide advice and guidance with regard to interpretation and application of laws, rules, policies, and/or negotiated agreements.
Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
