Minimum Qualifications Minimum QUALIFICATIONS: For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The open-competitive minimum qualifications for this position are:A Bachelor's degree* AND Two years of professional experience in administering student financial aid, which must include the awarding of Title IV funds, New York State grants, and scholarships; or the interpretation and application of laws, rules, and regulations related to student financial aid programs. At least 50 percent of your duties must involve working with students, parents, and/or post secondary educational institutions developing or delivering student financial aid. This experience must have been obtained in work settings such as college financial aid offices, lending institutions, or student loan guarantee agencies which have responsibility for the administration of student financial aid. * a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. COMPETITIVE MINIMUM QUALIFICATIONS: Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Higher Education Program Analyst 2. Eligible List Appointment to Higher Education Program Analyst 2- Candidates who are reachable on the Civil Service eligible list may be considered for appointment. Duties Description Duties include but are not limited to: • Oversee grant, scholarship and student loan forgiveness programs and serve as the lead HESC contact for all inquiries pertaining to these programs, providing technical guidance and assistance with program operations. Draft well-crafted responses and respond to inquiries regarding awards and the program, from constituents, partners, interested parties. • Work collaboratively with partners including HESC’s digital team, call center, and ITS.? • Work with awardees to obtain signed contracts and monitor the status of contracts returned. • Monitor and train subordinate clerical, lower-level professional, or paraprofessional staff.• Ensure that applicable laws, regulations, policies, and procedures are implemented accurately.• Serve as a resource for other professional and managerial staff in the development of regulations related to the program.• Conduct research to assist managers, executives, and other higher-level staff in the development of agency policy.• Analyze status of programs and formulate recommendations regarding reporting, tracking, managing program and resolving issues; coordinate resolution of findings and implementation of modifications. • Draft communication to awardees and colleges • Work with ITS and Grants and Scholarships team to ensure HESC databases have relevant information to collect data from schools on participant enrollment and issue payments. • Make recommendations to management regarding operational improvements.• Perform other duties as assigned
