Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Assistant Engineer (Environmental), Grade 20/Engineer Trainee, NS, position assigned to the Administrative Support Services Group (ASSG), Bureau of Capital Operations. ASSG supervises and manages OMH’s capital planning and construction program, and provides direct technical assistance for physical plant operations and maintenance. Under the direction of the Supervisor of Plant Operations and Maintenance, the incumbent will will be responsible for assisting in the comprehensive oversight of environmental compliance programs for OMH. The incumbent will provide technical direction to consultant resources and provide environmental engineering guidance and direction to facilities planners, facility plant superintendents, and facility administrators on environmental issues impacting operations of OMH facilities and the capital projects completed at these facilities. Specific duties to be performed may include, but are not limited to, the following:Apply environmental engineering knowledge and offer technical assistance and oversight to ensure contracts, projects, and construction planning comply with environmental engineering standards.Provide support to OMH facilities planners on environmental issues related to capital improvements at OMH facilities. Review all capital construction project documents for accuracy and adherence to developed program objectives.o Provide a variety of consultative and/or evaluative engineering services in various stages of a capital project, from the design phase of planned projects through completion.o May act as project manager for capital environmental projects, under the direct supervision of a professional engineer.Provide technical oversight and direction to environmental engineering consultants performing environmental services related to ensuring compliance with Federal and New York State Environmental Laws and Regulations, compliance with environmental permit requirements, asbestos testing and abatement, proper handling of hazardous waste, cooling tower water quality testing and maintenance, proper cleanup of petroleum spills, water quality assessments, indoor air quality assessments.o Review and approve environmental consultant contracts and invoices.o Review consultant generated reports and provide feedback to resolve environmental issues and concerns identified in the reports.Provide direction and assistance to statewide OMH facilities on environmental matters including Petroleum Bulk Storage facilities and Resource Conservation and Recovery Act (RCRA) hazardous waste management including universal, pharmaceutical and regulated medical wastes, potable drinking water, sanitary sewerage, stormwater, asbestos management, indoor air quality concerns, regulated air emissions, cooling towers, reportable petroleum spills, and notices of violation/consent orders.Monitor agency compliance with environmental regulations in ongoing operations and in remedial situations that result from notices of violations from control agencies.Develop reports, as required, for submission to the Department of Environmental Conservation (DEC) related to the OMH environmental portfolio.Review and assess training material for the Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT), and DEC required trainings provided to OMH facility staff.Assist the Professional Engineer 1 (Environmental) with the completion of the annual Statewide environmental audit program for the OMH.Maintain complete and adequate records to document resolved and on-going environmental issues.Maintain and update OMH’s records repository and database of environmental engineering reports.Interact with representatives of other State agencies and control agencies in identifying and resolving environmentally critical issues.Statewide travel to all Psychiatric Center locations will be required for this position.

Guaranteed covered parking with exclusive employee entrance to office areas is available for $5/month.**This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
